This marks a remarkable achievement of six consecutive years, following evaluations in ▲2018 Pledge Implementation and Information Disclosure ▲2019 Pledge Implementation Plan ▲2020 Pledge Implementation and Information Disclosure ▲2021 Pledge Implementation and Information Disclosure ▲2022 Pledge Implementation and Information Disclosure.
This evaluation was conducted through rigorous assessment and verification of 35 detailed indicators across four areas: Preparedness (60 points), Democracy (25 points), Transparency (15 points), and Pledge Consistency (Pass/Fail).
The pledges of Mayor Moon Heon-il in the 8th local government term cover 75 projects in six major areas.
The district received excellent evaluations in all areas due to systematic management and active communication, such as promptly and accurately disclosing implementation plans and progress for each pledge on its website, achieving a total combined score exceeding 90 points and earning the highest SA grade.
Mayor Moon Heon-il stated, “The reason Guro-gu has been able to receive the highest grade in the manifesto evaluation for six consecutive years is thanks to the public officials who quietly did their best in their respective positions and the residents who showed great interest and support. We will strengthen budget securing and cooperation with related organizations to ensure no setbacks in pledge implementation and will faithfully carry out the pledge projects, which are important promises to the residents in the 8th local government term, by proposing creative alternatives.”
On April 10, Guro-gu held a pledge project progress and review meeting to check the pledge implementation status and conducted expert training for those in charge of pledge projects, ensuring thorough preparation for the 8th local government term pledge projects.

Seongdong-gu (Mayor Jung Won-oh) was selected for the highest SA grade in the ‘2023 Nationwide Basic Local Government Heads’ Pledge Implementation Plan Evaluation’ hosted by the Korea Manifesto Practice Headquarters.
Seongdong-gu received the highest grade in the pledge implementation plan evaluation for the 8th local government term, following the 6th and 7th terms (2015, 2019), and also received the highest grade four times (2018, 2020, 2021, 2022) in pledge implementation and information disclosure evaluations, totaling seven times and six consecutive years of the highest SA grade.
The ‘8th Local Government Heads’ Pledge Implementation Plan Evaluation’ is conducted by a manifesto evaluation team composed of experts and activists who evaluate 226 mayors, county heads, and district heads nationwide based on election pledge philosophy and vision, annual implementation roadmaps, financial plans, and specific execution manuals. A total score of 90 or above in each category is awarded SA grade, 80 or above A grade, and the overall evaluation results classify grades into five levels (SA, A, B, C, D).
Last year, Seongdong-gu formed a resident jury panel to evaluate, adjust, and suggest improvements for the 8th local government term pledge projects, actively reflecting the policy directions desired by residents. Subsequently, 262 pledge projects across seven major areas were finalized and the implementation plan was disclosed on the website to enhance transparency.
Based on the mid- to long-term urban plan of the ‘4 Major Leaps and 4 Major Centers’ project, the district is fulfilling pledge projects in all areas without omission, including ▲ attracting businesses and creating jobs for a sustainable city ▲ providing customized welfare services for children, seniors, disabled persons, and single-person households ▲ expanding safe and convenient transportation infrastructure such as smart shelters and smart crosswalks ▲ improving educational conditions.
As of the end of March this year, 113 out of 262 pledge projects have been completed, with a current pledge implementation rate of 43.1%. According to the evaluation report, Seongdong-gu has the largest number of pledges nationwide at 262. Despite the large number of pledges, being selected for the highest grade this year demonstrates that pledge projects are being carried out meticulously both quantitatively and qualitatively.

Jungnang-gu (Mayor Ryu Kyung-gi) announced on the 17th that it had achieved the highest (SA) grade in the ‘8th Local Government Heads’ Pledge Implementation Plan Evaluation’ hosted by the Korea Manifesto Practice Headquarters (hereafter Manifesto Headquarters). This is the fourth time achieving the highest grade following 2019, 2021, and 2022.
The Manifesto Headquarters conducted a comprehensive evaluation from January on pledge implementation data disclosed on the websites of 226 basic local governments nationwide and announced the final results on April 17.
The evaluation categories included ▲ overall composition ▲ individual composition ▲ democracy ▲ transparency ▲ pledge consistency. The evaluation focused on the annual implementation roadmap and project-specific verification indicators in the pledge implementation plan.
Particularly praised in this evaluation were ‘expanded resident communication’ and ‘trust building’.
First, after the launch of the 8th local government term, the district held ‘Happy Jungnang Vision Committee’ and ‘Jungnang Vision Roundtable Meetings’ with direct resident participation to explain pledges and collect opinions, finalizing pledge projects. The pledge implementation plan was concretized together with residents to ensure that residents’ interests and demands were reflected in Jungnang-gu’s representative policies.
The district has continued to communicate steadily with residents and the local community by conducting activities such as Jungnang Masil and neighborhood cleaning to realize the core philosophy of the district government, ‘Happy Future, New Jungnang.’
For pledges requiring changes, the district sought to secure transparency and trust through deliberations by the ‘Resident Pledge Evaluation Group.’ The enactment of the pledge management ordinance to solidify the will to implement pledges and establish an institutional foundation for pledge evaluation was also notable.
The district plans to continue expanding active communication with residents through pledge implementation status checks and reports, and operation of a pledge implementation evaluation group directly evaluating by residents, ensuring transparent and smooth pledge execution.

Dobong-gu (Mayor Oh Eun-seok) received the highest grade (SA) in the ‘2023 8th Local Government Heads’ Pledge Implementation Plan Evaluation’ hosted by the Korea Manifesto Practice Headquarters.
This evaluation aims to enhance the effectiveness and feasibility of election pledges. The manifesto evaluation team, composed of experts and activists, conducted a first evaluation by monitoring and analyzing publicly disclosed pledge data from late January to March, followed by a second evaluation through thorough data verification.
The evaluation categories consist of 35 indicators across four major areas: Preparedness (overall composition, individual composition), Democracy, Transparency, and Pledge Consistency. Dobong-gu scored over 90 points in total and was selected for the SA grade.
To establish an effective pledge implementation plan, the district held a ‘Pledge Project Progress Report’ in August last year and operated a resident jury in September to actively reflect residents’ opinions in the implementation plan. Subsequently, 53 pledge projects across five policy goals were finalized and disclosed on the district website, with quarterly checks and evaluations of pledge implementation status to systematically manage pledge execution.
Looking at key pledge implementation plans, active support for revitalization such as reconstruction and redevelopment saw the Banghak Sindonga 1st Complex, Changdong Sanga 1st Complex, and Ssangmun Hanyang 1st Complex apartments pass the final reconstruction safety diagnosis in February and March, and a ‘Maintenance Project Resident Briefing’ was held in April to smoothly advance the projects. Efforts to promote regional balanced development through easing height restrictions have been closely coordinated with Seoul City since last year. To expand Seoul-style kids cafes, kids cafes are being established by zones, with plans to open kids cafes in Dobong, Changdong, and Ssangmun zones by next year.
Meanwhile, several pledges are nearing completion with visible results. As part of the ‘Commuter-Only Bus Introduction’ project, early morning and rush hour tailored buses 8146 and 8101 have been operating through Dobong-gu since early this year. The district is recruiting and operating ‘Public Institution Practical Youth Interns’ and ‘Corporate Practical Youth Interns’ to strengthen youth employment capabilities and provide field work experience. The ‘Musugol Ecological Healing and Meditation Forest Creation’ and ‘Multipurpose Sports Facility Expansion (Ssangmun-dong Indoor Sports Center Construction)’ projects are progressing smoothly, aiming for completion within the year.
Since the beginning of the 8th local government term, the district has strengthened pledge implementation momentum by newly establishing dedicated departments for reconstruction, redevelopment, and youth policies, and has completed five projects including urban regeneration projects involving local artists and expanded parking enforcement exemptions during lunch and dinner hours.

Dongjak-gu (Mayor Park Il-ha) received the highest grade (SA) in the ‘8th Local Government Heads’ Pledge Implementation Plan Evaluation’ hosted by the Korea Manifesto Practice Headquarters.
This evaluation analyzes and verifies publicly disclosed pledge project data from 226 basic local governments nationwide to enhance the effectiveness and feasibility of pledges.
The pledge implementation plan was evaluated based on 35 indicators across four areas: Preparedness, Democracy, Transparency, and Pledge Consistency, resulting in Dongjak-gu being selected as the highest grade (SA) autonomous district.
Under the slogan ‘Working Dongjak, New Change,’ the district is promoting a total of 108 pledges across seven major areas in the 8th local government term.
So far, Dongjak-gu-type projects such as the nation’s first Senior Happiness Call Center operation, expanded support for childcare fees and meal costs, and increased veterans’ benefits have been realized, receiving great responses from residents.
Notably, as the first local government to establish ‘Urban Development and Management Guidelines,’ the northern area of Sindebang Samgeori Station was selected as a Seoul city station area revitalization target, accelerating major projects that are changing Dongjak’s map.
Going forward, the district plans to transparently disclose pledge implementation status on the Dongjak-gu website through ‘Pledges at a Glance’ and ‘Pledge Map,’ and continue quarterly inspections and evaluations by the resident jury.

This evaluation was conducted to enhance the effectiveness and feasibility of election pledges of 226 basic local government heads nationwide.
The Korea Manifesto Practice Headquarters evaluated specific pledge execution methods such as policy goals, annual implementation roadmaps, and financial plans based on four criteria: Preparedness, Democracy, Transparency, and Pledge Consistency.
Seodaemun-gu received the highest SA grade among five grades ranging from SA to D in the comprehensive evaluation.
To ensure resident participation in the 8th local government term pledge implementation plan establishment process last year, the district operated a local resident pledge jury and has transparently disclosed pledge promotion plans, changes, and evaluation results on the district website.
Additionally, the district has worked hard to communicate with residents by posting easy-to-understand pledge maps and district government media reports on the website.

The approximately three-month evaluation was based on the 8th local government term pledge implementation plans posted on the websites of 226 basic local governments nationwide.
The pledge implementation plans include the effectiveness of each local government’s pledges, regional vision and mission, annual roadmaps and financial plans, and whether democratic procedures were secured during pledge implementation. The Korea Manifesto Practice Headquarters’ expert evaluation team scored each item accordingly.
The evaluation criteria consisted of four areas: ▲ Preparedness of pledge implementation plan (60 points) ▲ Democracy of pledge management system (25 points) ▲ Transparency of pledge information (15 points) ▲ Pledge consistency between election pledges and current implementation plan (Pass/Fail). Mapo-gu scored over 90 points across 35 detailed indicators and was selected for the highest grade (SA).
Mapo-gu plans to faithfully implement pledge projects, which are promises to residents, through a meticulous pledge management system.
The district has produced and posted a ‘Pledge Implementation Status Board’ that allows residents to view all pledges at a glance, updating it biweekly. For pledges facing difficulties or low implementation rates, monthly work report meetings chaired by the deputy mayor analyze problems and seek countermeasures.
Additionally, the district plans to hold a comprehensive pledge report meeting chaired by the mayor around May to share progress and conduct thorough reviews to ensure smooth and prompt pledge project promotion.

Geumcheon-gu (Mayor Yoo Sung-hoon) announced that it received the highest grade (SA) in the 8th local government heads’ pledge implementation plan evaluation conducted by the Korea Manifesto Practice Headquarters.
The Korea Manifesto Practice Headquarters conducted a comprehensive evaluation of the 8th local government term pledge implementation plans for local government heads nationwide starting from January last year.
The Practice Headquarters comprehensively judged five areas including pledge completion, goal achievement, and resident communication, awarding the highest grade ‘SA’ to top-performing local governments and four subsequent grades sequentially.
The Practice Headquarters analyzed that Geumcheon-gu plans to implement 56 out of 63 pledges within the term and complete the remaining seven pledges after the term according to the implementation plan.
Geumcheon-gu has strived to enhance transparency and democracy in pledge implementation. In particular, before finalizing the pledge implementation plan, the district managed the process through a ‘resident jury’ system to ensure the plan reflects residents’ intentions. Additionally, from the pledge finalization stage, the district established guidelines for pledge implementation plan formulation and subdivided management procedures, strengthening administrative support.

Efficient Financial Management Results in 100 Million KRW Financial Incentive, to be Used for Resident-Oriented Projects
Gwanak-gu (Mayor Park Jun-hee) has become a model for basic local governments by being selected as an ‘Excellent Institution’ in the ‘2022 Second Half Local Finance Execution Evaluation’ hosted by the Ministry of the Interior and Safety due to its prompt financial execution.
The ‘2022 Second Half Local Finance Execution Evaluation’ was conducted targeting 243 local governments nationwide to mitigate economic shocks through prompt public sector financial spending during economic downturns and to enhance financial management efficiency.
Despite challenges such as the Cargo Solidarity strike and material supply disruptions last year, the district executed 1.1185 trillion KRW (86.5%) of project funds, exceeding the Ministry of the Interior and Safety’s target by 19.4 billion KRW and 1.5 percentage points.
By forming a ‘Rapid Execution Promotion Team,’ the district established a constant monitoring system for rapid local finance execution and focused on spending in consumption and investment sectors closely related to residents’ lives and with significant economic ripple effects, proactively responding to revitalize the local economy.
Notably, this selection is more meaningful as it marks the eighth time being selected as an ‘Excellent Institution’ over five consecutive years since 2018. The total financial incentives secured so far amount to 684 million KRW, and the 100 million KRW secured this year will be used for projects benefiting residents.
This year, the district aims to execute 161.8 billion KRW, which is 60% of the rapid execution target amount of 269.6 billion KRW in the first half, taking the lead in revitalizing the local economy. In the first quarter, the district exceeded the Ministry of the Interior and Safety’s first-quarter target of 64.6 billion KRW by executing 68.4 billion KRW in the ‘consumption and investment sectors,’ surpassing the target by 3.8 billion KRW.
An official from the district said, “This ‘Excellent Institution’ selection is the result of all employees working together with one mind to revitalize the local economy despite difficult economic conditions. We will continue to do our best to timely allocate budgets to play a role as a catalyst for the local economy.”

The district was selected as an ‘Excellent Local Government’ among basic autonomous districts in the evaluation hosted by the Ministry of the Interior and Safety and secured a special grant of 52.7 million KRW as an incentive.
The local finance execution evaluation is a system designed to build a virtuous cycle structure in the local economy through prompt financial spending and to improve financial management efficiency through systematic budget execution management.

The evaluation was conducted targeting 243 local governments nationwide, divided into metropolitan (city/province) and basic (city/county/autonomous district) levels, based on ▲ second half local finance execution performance ▲ third and fourth quarter consumption and investment performance.
The district was selected as an excellent institution by analyzing weekly execution performance and improving reasons for execution delays through multifaceted efforts.
The special grant received as an incentive will be invested in core pledges of the 8th local government term, such as ‘Gangseo Good for Raising Children’ and ‘Walking Together with the Socially Vulnerable’ projects.
Mayor Kim Tae-woo of Gangseo-gu said, “Being selected as excellent in the local finance execution evaluation for three consecutive years is the result of all public officials’ full efforts in prompt budget execution and management despite difficult conditions.
