Prosecutors Conduct First Interrogation of 'Baekhyeondong Lobbyist' Kim Inseop After Arrest

Kim In-seop, former CEO of Korea Housing Technology and a key figure in the 'Baekhyun-dong Development Corruption' case, underwent his first interrogation by prosecutors after being detained on the 16th.

According to legal circles, the Anti-Corruption Investigation Division 1 of the Seoul Central District Prosecutors' Office (Chief Prosecutor Eom Hee-jun) summoned Kim from the detention center for questioning on the same day.


Kim was arrested on the 14th on charges of receiving 7.7 billion KRW from Jung, CEO of the real estate development company Asia Developer, as a bribe for facilitating permits related to the Baekhyun-dong development project from September 2015 until last month (charges under the Act on the Aggravated Punishment of Specific Crimes for bribery). He is also accused of obtaining the business rights to a construction site restaurant (Hambasikdang) in Baekhyun-dong in October 2017.


The Baekhyun-dong development project involved building apartments on the former Korea Food Research Institute site in Baekhyun-dong, Bundang-gu, Seongnam-si, covering 111,265 square meters.


Prosecutors suspect that after Kim was recruited by Asia Developer, the land use designation was upgraded by four levels at once, and the proportion of rental housing was reduced from the original 100% to 10%, favoring private developers. They also believe that Kim’s lobbying, who was known to have close ties with then Seongnam Mayor Lee Jae-myung and Policy Secretary Jeong Jin-sang, played a role behind these changes.
