Flood of Move-in Inquiries... April Move-in Recruitment Announcement Scheduled

County Governor Gubokgyu: "Hope to Minimize Housing Burden for Youth and Newlyweds and Support Regional Settlement"

On the 10th, Hwasun-gun, Jeollanam-do announced that it had completed consultations with the Ministry of Health and Welfare on the establishment of a social security system for the ‘Youth and Newlywed Couples 10,000 Won Rental Housing Support Project’ on the 6th.


The Youth and Newlywed Couples 10,000 Won Rental Housing Support Project, a flagship pledge of Hwasun-gun’s 8th elected administration, is a policy to attract young generations such as youth and newlywed couples to increase the population by supplying affordable public rental housing and limiting the rent burden to 10,000 won per month.

By providing rental deposit support for homeless youth and newlywed couples to stabilize their housing, it is expected to make a significant contribution to overcoming the population decline and regional extinction crisis in the Hwasun area caused by the population cliff.


◆ Goal to supply a total of 400 units over 4 years, 100 units per year


The total project cost for Hwasun-gun’s Youth and Newlywed Couples 10,000 Won Rental Housing Support Project is 19.2 billion won. A total of 400 units will be supplied over 4 years, with a minimum 2-year contract and the possibility of 2 renewals.


The local government supports the rental deposit, and residents can live paying a monthly rent of 10,000 won. However, the rental deposit is reclaimed by Hwasun-gun upon move-out.


◆ Applicants aged 18 to 49 who can move in immediately on the move-in date are also eligible


The basic eligibility is for those aged 18 to 49 as of the announcement date, who currently have their resident registration in Hwasun-gun or are scheduled to move in immediately on the move-in date.


Additionally, applicants must be ▲ household heads without housing ▲ have an income below 150% of the median income (based on health insurance premium payment criteria) ▲ newlywed couples within 7 years of their marriage registration date ▲ combined couple income below 50 million won ▲ priority applicants (cannot exceed 15% of total supply households).

Priority applicants include ▲ households living in housing below minimum housing standards ▲ couples who are pregnant or households with children under 4 years old ▲ people working at workplaces located in the county ▲ youth within 5 years after protection ends from childcare facilities or foster families ▲ youth or newlywed couples with disabilities wishing to live independently in the community.


The county expects the 10,000 Won Rental Housing Support Project to greatly contribute to ▲ minimizing housing cost burdens amid social issues such as low birthrate and marriage avoidance ▲ alleviating initial housing cost burdens for youth and newlywed couples’ employment ▲ supporting settlement within the region ▲ preventing slum formation in aging rental apartments ▲ revitalizing the Gwangdeok district in Hwasun-gun.


◆ Announcement of tenant recruitment in April... move-in starts in July


The 10,000 Won Rental Housing Support Project was largely established through ▲ the establishment of the ‘8th Elected Administration 48th Hwasun-gun Mayor’s Pledge Plan’ on September 27, 2022 ▲ signing a memorandum of understanding (MOU) with Booyoung Housing Co., Ltd. on December 14, 2022.


This year, the project has steadily proceeded through ▲ specifying eligibility and establishing move-in plans on January 31 ▲ promulgation of the ‘Hwasun-gun Public Housing Special Account Establishment and Operation Ordinance’ on March 2 ▲ announcement of the ‘Hwasun-gun Youth and Newlywed Couples 10,000 Won Rental Housing Support Project Ordinance’ on April 6 ▲ completion of consultations on establishing the social security system (Minister of Health and Welfare) on April 6.


If the schedule proceeds as planned, it is expected to smoothly progress in the order of ▲ tenant recruitment announcement in April ▲ tenant application reception in May ▲ tenant selection in June ▲ move-in for youth and newlywed couples 10,000 Won rental housing in July.


A county official said, “Interest in the Youth and Newlywed Couples 10,000 Won Rental Housing Support Project is high, with dozens of inquiries about moving in received daily.”


County Governor Koo Bok-gyu stated, “Bold investment must precede for young generations such as youth and newlywed couples for the future of Hwasun,” adding, “Hwasun-gun is focusing on culture tourism, vaccines, and prosperous rural areas as future growth engines, and hopes that the 10,000 Won Rental Housing Support Project, which minimizes housing burdens for youth and newlywed couples, will greatly help young people settle in the region.”
