Seocho-gu (District Mayor Jeon Seong-su) will implement the ‘Yellow Dust Seasonal Management System’ throughout April to intensively manage fine dust and protect the health of residents from fine dust and yellow dust.


The ‘Yellow Dust Seasonal Management System’ is a policy whereby the district, as the first local government, enforces strengthened fine dust emission reduction and management measures for one month in April to mitigate high-concentration fine dust occurrences.


This spring, temperatures are higher than usual, causing frequent occurrences of high-concentration fine dust due to atmospheric stagnation. In particular, Seocho-gu requires enhanced protection of residents’ health from fine dust because of concentrated traffic volumes around the Gyeongbu Expressway and the Express Bus Terminal, as well as the current dense presence of large-scale construction sites.


Accordingly, the district operates the Yellow Dust Seasonal Management System by implementing ▲strengthened focused management of Banpo and Jamwon areas, where fine dust emission sources such as reconstruction construction sites and the Express Bus Terminal are concentrated ▲expanded road cleaning to reduce road re-scattered dust ▲enhanced exposure reduction management at facilities used by vulnerable groups.

First, throughout April, the district will conduct intensive inspections of dust-generating construction sites, focusing on medium and large-scale reconstruction sites in the Banpo and Jamwon areas, such as Banpo Jugong Complexes 1, 2, and 4, where demolition and earthwork processes that generate large amounts of dust are underway twice a week.


Inspection items include ▲verification of proper operation of water spraying facilities (dust suppression facilities) ▲checking the appropriate installation of dustproof covers on construction site stockpiles.


To reduce re-scattered fine dust accumulated on roads due to vehicle traffic, the district will expand the operation of dust suction vehicles and water spraying vehicles. Using a total of 16 pieces of equipment, road cleaning around the Seoul Express Bus Terminal, designated by Seoul City as a fine dust intensive management zone, and around medium and large construction sites will be strengthened from once daily to 2 to 4 times daily.


Additionally, to protect the health of vulnerable groups such as children and the elderly during spring, indoor air quality inspections will be conducted at facilities used by these groups, including daycare centers and senior centers.


Specifically, 17 facilities such as daycare centers and senior centers within the fine dust intensive management zone around the Seoul Express Bus Terminal will be inspected intensively for filter replacement and proper operation of reduction facilities such as window-attached ventilation systems and fine dust suction air mats.


Furthermore, the district will check the normal operation of 175 air purifiers in 167 daycare centers within the area and conduct a comprehensive inspection of 250 fine dust reduction devices in 152 elderly welfare facilities such as senior centers.


To prevent fine dust generation from illegal burning, the district will conduct focused inspections including ▲operation of crack-down teams to prevent illegal burning of agricultural waste in Naegok-dong and Sinwon-dong ▲inspection of businesses emitting large amounts of air pollutants ▲strengthened special crack-downs on vehicle emissions and idling restrictions in designated areas.
