Choi Ho-kwon, Mayor of Yeongdeungpo District, attended the ‘17th Yeongdeungpo Yeouido Spring Flower Festival’ held at the main event venue of the spring flower festival on the morning of the 4th and participated in a parade walking along the cherry blossom path with the Capital Defense Command Military Band.

The ‘17th Yeongdeungpo Yeouido Spring Flower Festival’ is held from April 4th to 9th. The opening event on this day featured a variety of attractions including ▲Citizen Parade ▲Air Force ‘Black Eagles’ congratulatory flight ▲Capital Defense Command Military Band performance ▲Choir congratulatory performance, and more.


Mayor Choi Ho-kwon said, “Through the spring flower festival held fully for the first time in four years, I hope everyone feels the vitality of spring and enjoys it happily with family and loved ones,” adding, “We will do our best to ensure safety management and support convenience facilities so that citizens can enjoy the festival without inconvenience.”

Dongdaemun-gu (Mayor Lee Pil-hyung) was honored with the Presidential Award by being selected first among 226 local governments in the ‘2022 Comprehensive Civil Service Evaluation’ hosted by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission.


The Comprehensive Civil Service Evaluation assesses the performance of civil service operations across 306 institutions nationwide, including metropolitan and basic local governments, central administrative agencies, and city/provincial education offices, to provide proactive civil service desired by the public.

The district received high evaluations for proactive identification of civil service demands, active on-site activities by agency heads, civil service administration reflecting regional characteristics, and provision of civil services for socially vulnerable groups. Since 2017, it has been selected as a top 10% best institution nationwide for six consecutive years.


In particular, through this evaluation, the district received ‘Grade A’ in all five categories: ▲Civil Service Administrative Strategy and System ▲Civil Service System Operation ▲Civil Complaints via the National Sinmungo Portal ▲Grievance Complaints ▲Civil Service Satisfaction, and was recognized once again for excellence in civil service by receiving the Presidential Citation.


The award ceremony was held at 2 p.m. on the 4th at the Central Auditorium of the Government Sejong Complex, where the district received the certificate and a financial incentive special grant of 230 million KRW as a prize.


Lee Pil-hyung, Mayor of Dongdaemun-gu, said, “It is gratifying to be selected as the best institution for six consecutive years in the Comprehensive Civil Service Evaluation, and it is an honor to receive such a prestigious Presidential Award,” adding, “The good results over the past six years were possible thanks to the meticulous efforts of our public officials who proactively approached residents’ needs and the active cooperation of the residents. We will not be complacent with this award and will continue to strive to provide more detailed civil services.”

On the afternoon of the 4th at 2 p.m., Kim Tae-woo, Mayor of Gangseo-gu, Seoul, signed a Memorandum of Understanding (MOU) for the ‘Hope Nest Emergency Support Project for Families in Crisis’ with Seo Kyung-seok, CEO of Korea Food for the Hungry International.

According to the agreement, both organizations will cooperate in ▲discovering vulnerable children and families in crisis in blind spots ▲providing customized welfare support through case management of families in crisis ▲emergency support for families in crisis, and more.


In particular, they will carry out the ‘Hope Nest’ project to support housing stability for families targeted by the Dream Start project, which provides customized integrated services to vulnerable children to help them grow into healthy and happy members of society.


Emergency living expenses will be provided to families in crisis who have difficulty maintaining their livelihood due to sudden crisis situations such as the main income earner’s unemployment, illness, or death.


Mayor Kim Tae-woo said, “We will actively discover children in crisis and continuously carry out projects to provide customized welfare services so that children can grow up in a safe environment.”

Seongbuk-gu (Mayor Lee Seung-ro) held the ‘Seongbuk-gu Cultural Tourism Guide Appointment Ceremony’ at the Seongbuk Art Hall in the district office on the 4th.


In October last year, Seongbuk-gu selected 25 cultural tourism guide trainees and conducted a training course including 104 hours of theoretical education, written and practical exams, and on-site demonstration practice. All 25 trainees were appointed as Seongbuk-gu cultural tourism guides with excellent results in all evaluations.

The Seongbuk-gu cultural tourism guides will provide customized interpretation services ranging from light stories to in-depth professional explanations to help tourists understand and enjoy Seongbuk’s diverse historical and cultural resources, offering a wide and varied cultural tourism experience.


They will operate various cultural tourism interpretation programs on the Seongbuk city tour bus, walking tours, and more, serving as ambassadors to promote Seongbuk’s historical and cultural resources to tourists and residents.

Jongno-gu (Mayor Jeong Moon-heon) signed a Memorandum of Understanding (MOU) with Seoul Performing Arts High School at the mayor’s office on the 4th.


The event was held to promise mutual cooperation in developing programs for nurturing youth cultural artists and revitalizing popular culture, as well as jointly utilizing performing arts resources. Attendees included Mayor Jeong Moon-heon, Park Jae-ryeon, the first principal, current principal Lim Ho-sung, and administrative director Kim Chung-sil.


Mayor Jeong Moon-heon said, “I expect that by uniting both institutions, we can strongly support the activities of young artists and contribute to revitalizing the performance culture in Daehangno.”




Gangnam-gu Officially Launches the ‘2023 Gangnam Festival Organizing Committee’

19 Experts and Heads of Partner Organizations Appointed, Advising on All Processes from Planning to Execution of Gangnam Festival



Gangnam-gu (Mayor Jo Sung-myeong) officially launched the ‘2023 Gangnam Festival Organizing Committee’ at the large conference room of the district office on the 3rd.


The organizing committee, composed of 19 experts in various festival fields, 19 heads of partner organizations, and 5 public officials, totaling 24 members, will operate until November and provide advisory roles for the overall festival.

The ‘2023 Gangnam Festival,’ held for five days from October 5th to 9th under the slogan ‘Paint the Future,’ will feature six programs: ▲Opening Ceremony ▲Yeongdong-daero K-POP Concert ▲Gangnam Fashion Festa ▲Maru Park Green Concert ▲International Peace Marathon ▲Gourmet Travel & K-Culture Stage. The festival aims to offer sophisticated and differentiated content befitting a global festival, as well as a festival that local residents can enjoy together.


On this day, appointment letters were awarded to 19 committee members including Chairman Lee Sang-bong. Afterwards, there was a report on the history of past Gangnam Festivals and the basic direction for the 2023 festival, followed by a session to hear experts’ opinions.


Mayor Jo Sung-myeong of Gangnam-gu said, “We will raise the status of Gangnam as a K-Culture hub through the Gangnam Festival, which consolidates Gangnam’s representative cultural tourism resources.”
