Prime Minister Han Deok-su Introduces Duzon Bizon’s Precision Medical Big Data Platform as an Exemplary Case of Regulatory Improvement

Duzon Bizon (CEO Kim Yong-woo) announced that on the 31st, Prime Minister Han Duck-soo and government officials visited the Duzon ICT Group Gangchon Campus to witness firsthand the innovative achievements of the "Precision Medical Big Data Platform," recognized as an excellent case of regulatory improvement in Gangwon Province.

This site visit was conducted as part of the "Gangwon Special Self-Governing Province Support Committee," held ahead of the launch of the Gangwon Special Self-Governing Province in June this year. Attendees included Prime Minister Han Duck-soo, Visit Kyoo, Director of the Office for Government Policy Coordination, Cho Joo-hyun, Vice Minister of the Ministry of SMEs and Startups, Kim Jin-tae, Governor of Gangwon Province, Yuk Dong-han, Mayor of Chuncheon, private members of the Gangwon Special Self-Governing Committee, Nam Woo-dong, Director of Gangwon National University Hospital, Kim Yong-woo, Chairman of Duzon ICT Group, and Song Ho-chul, CEO of Duzon Bizon Platform Division.


At the event, Jeong Gwang-yeol, Deputy Governor for Economy of Gangwon Province, delivered a presentation titled "Gangwon Special Self-Governing Province, the Regulatory Sandbox of Korea," discussing the role and necessity of regulatory free zones. Following this, Song Ho-chul, CEO of Duzon Bizon Platform Division, demonstrated the Precision Medical Big Data Platform under the theme "Building a Data-Centered Medical Ecosystem Beyond Regulations" and presented future directions.


Introduced as an outstanding achievement in regulatory improvement in Gangwon Province, the Precision Medical Big Data Platform is a project led by Gangwon Province aiming to foster a hub for the precision medical industry by 2024. Duzon Bizon is building the platform in consortium with ten major hospitals including Samsung Seoul Hospital and Gangwon National University Hospital, as well as related companies such as Daewoong Pharmaceutical. Samsung Seoul Hospital successfully completed its opening in November last year, and starting next month, the platform will be sequentially applied to Gangwon National University Hospital, Kangbuk Samsung Hospital, Samsung Changwon Hospital, Boomin Hospital, Bundang CHA Hospital, Wonju Severance Christian Hospital, among others.


The Precision Medical Big Data Platform standardizes and collects hospital medical data based on the latest technologies such as artificial intelligence and big data. It also provides infrastructure on the cloud for data cleansing, labeling, AI modeling, and other processes to store, process, and analyze data. Additionally, through the regulatory free zone special provisions of Gangwon Province and the data-safe zones installed at Duzon ICT Group Gangchon Campus (Chuncheon) and Gangwon Technopark Healthcare Convergence Innovation Center (Wonju), which are designated pseudonymized information linkage specialized institutions, sensitive data regulated under the Medical Service Act and Personal Information Protection Act can be safely analyzed and utilized without external leakage.


Meanwhile, in February, President Yoon Suk-yeol stated in his opening remarks at the "Biohealth New Market Creation Strategy Meeting" that the government would pool its capabilities to grow the biohealth industry into a "second semiconductor industry," similar to the Boston Bio Cluster where companies, research facilities, hospitals, and investors cluster to create synergy. Although there have been cases of bio medical industry cluster formation domestically, they have been limited by focusing merely on securing sites and attracting companies. In contrast, Gangwon Province plans to differentiate itself by creating the Chuncheon Bio Cluster, where hospitals, pharmaceutical companies, and AI startups participate within a medical innovation ecosystem supported by legal and institutional frameworks for data and regulatory relief essential to the medical industry.


Kim Jin-tae, Governor of Gangwon Province, said, "President Yoon Suk-yeol has a strategic will to develop the biohealth industry as the 'second semiconductor,' and Gangwon Province is the optimal place to realize that will. Gangwon Province, uniquely possessing the Precision Medical and Digital Healthcare Regulatory Free Zone nationwide, has the highest competitiveness in the biohealth industry."


Song Ho-chul, CEO of Duzon Bizon Platform Division, stated, "The Gangwon Province Precision Medical Big Data Platform project, which aims for innovation based on medical data, is progressing smoothly and is sequentially presenting successful project outcomes. We will do our utmost to lay the foundation for the creation of the Chuncheon Bio Cluster so that all citizens can benefit from the medical innovation ecosystem."
