Gyeonggi-do Temporarily Opens 'Jeonse Damage Support Center' for Legal, Financial, and Housing Consultation and Assistance Gyeonggi Provincial Government Gwanggyo New Office Building

Gyeonggi Province will temporarily open the 'Gyeonggi Province Jeonse Damage Support Center' on the 31st to support victims of jeonse fraud such as 'empty-can jeonse'.


On the 30th, the province announced that it decided to temporarily open the 'Gyeonggi Province Jeonse Damage Support Center' to provide comprehensive consultations including real estate, legal, emergency financial support, and housing support to prevent jeonse damage caused by the recent sharp decline in real estate prices. This comes about two weeks after the province announced measures to address jeonse damage on the 15th.


The center will open on the 9th floor of the Gyeonggi Housing Welfare Center (8-35, Gwonjung-ro 50beon-gil, Gwonseon-gu, Suwon-si). Four staff members, including employees from Gyeonggi Housing and Urban Corporation (GH), lawyers, and private experts such as judicial scriveners, will be stationed there to provide consultations. Consultations are available by phone (070-4820-6903~4) from 10 a.m. to 12 p.m. and 2 p.m. to 5 p.m., and visitors can make appointments in advance for in-person consultations.


When the center receives reports of damage, it provides customized comprehensive consultations on legal, financial, and housing matters. Additionally, after screening by the Housing and Urban Guarantee Corporation (HUG), victims can receive a 'Jeonse Damage Confirmation Certificate' which enables them to access emergency housing support and emergency financial assistance.


Victims who have not received their deposit back and wish to relocate can receive financial support such as a low-interest loan for a 'new leased house jeonse deposit' at an annual rate of 1.2% to 2.1%, or for low-income households, interest-free loans up to 100 million KRW.


For those who have no place to stay immediately due to eviction orders or unavoidable relocation caused by jeonse damage, emergency housing support can be applied for. Temporary housing will be provided in public rental housing managed by Gyeonggi Housing and Urban Corporation (GH) or Korea Land and Housing Corporation (LH). Rental conditions include no deposit and monthly rent at about 30% of the surrounding market rate. The rental period is at least six months and can be extended upon agreement. To support residence within the original living area, areas without emergency support housing will utilize jeonse rental housing as emergency support housing.


The official opening is being considered near Gwanggyo, Suwon, which has excellent accessibility.


Jung Jong-guk, Director of the Housing Policy Division of the province, said, "The temporary opening of the Jeonse Damage Support Center is the first step by Gyeonggi Province to help victims of jeonse damage. The center, which meets victims directly on site, is the core of the policy. Currently, we are focusing on speed, but through the official opening in the future, we will do our best to improve consultation convenience and provide more stable support."
