Reminder Counselors Continue Calls and Visits... Manage Until the End Even If Not Eligible for Welfare Benefits



There are occasional unfortunate cases where residents receive consultations for welfare benefits and services but do not apply due to ineligibility or difficulties in preparing documents, resulting in adverse outcomes.


In response, Mapo-gu (Mayor Park Gang-su) is implementing the 'Remind Call' project, which continuously manages residents who have received related consultations and are experiencing crisis situations until their issues are resolved, even if they are not registered as welfare benefit recipients.


An official from the district explained, "While welfare benefit recipients such as basic livelihood security recipients and near-poverty groups are regularly surveyed or monitored to understand their living conditions, non-recipients often remain in welfare blind spots due to the lack of follow-up procedures after consultation."


The project targets residents who visit the community service center for new welfare benefit consultations, including basic livelihood security recipients and near-poverty groups among new residents.

The district has established a system to record the initial face-to-face consultation details in an internal electronic system using the Mapo-style consultation form titled 'I am Your First Welfare Officer.' The form includes crisis assessment and remind consultation plans.


The welfare officer at the community service center registers the initial consultation details and consults with the remind counselor (head of the Resident Welfare Team) to plan the consultation. The remind counselor then continues management through phone calls and visits.


The consultation ends when the resident submits welfare application documents or the crisis factors are resolved. The same applies if the resident explicitly refuses to submit related documents or rejects the consultation.


The district will input all management records into the integrated social welfare management network 'Happiness e-Eum' so that consultation histories can be accessed even if the resident moves or the welfare officer changes.


Park Gang-su, Mayor of Mapo-gu, said, "This project was planned to implement proactive administration that not only guides residents visiting community service centers for welfare consultations but also ensures no residents are left in welfare blind spots by taking full responsibility until the end." He added, "Mapo-gu will do its best to build a meticulous resident welfare system that continuously manages residents' crisis situations and sensitive factors."



Gwanak-gu Operates Customized Programs to Support Independent Living for People with Developmental Disabilities

Supports Individualized 'Customized Daytime Activities' Including Hobbies, Leisure, and Social Participation for People with Developmental Disabilities Aged 18 and Over

Provides a Total of 11 Diverse 'Independence Education Programs' Including Sports, Cooking, Culture, and Arts



Gwanak-gu (Mayor Park Jun-hee) is actively supporting people with developmental disabilities to achieve self-directed lives by offering various customized programs to facilitate smooth community adaptation and independence.


In collaboration with the Gwanak-gu Comprehensive Welfare Center for the Disabled, the district collects information on individual preferences, health status, and needed support for registered residents with developmental disabilities aged 18 and over. Based on this, it supports various 'customized daytime activities' tailored to their personal needs, such as hobbies, leisure, and social participation, fostering independence and reducing caregiving burdens on families.


To provide systematic customized support, a 'Lifelong Care Promotion Team' composed of welfare officers, advisory professors, and related organization or institution representatives is formed to establish Individual Support Plans (ISP) and monitor daytime activities.

Additionally, the district operates 'Person-Centered Thinking (PCT) Education' not only for people with developmental disabilities but also for their families, activity supporters, friends, and neighbors to help expand social networks and community interaction.


For detailed information on participation methods and program contents of the 'customized daytime activities,' inquiries can be made to the Gwanak-gu Comprehensive Welfare Center for the Disabled.


Furthermore, through a public contest, six disability welfare organizations were selected to operate various 'Developmental Disability Independence Education' programs for people with developmental disabilities and their families, including sports, cooking, culture, and arts.


The education programs include ▲Gwanaksan Barrier-Free Forest Trail Walking Competition ▲Barista Training ▲Cooking Classes ▲Dance Classes ▲Pottery Experience ▲Golf and Cello Lessons ▲1-night 2-day Family Camp ▲Horticultural Therapy Classes ▲Drama Therapy Activities ▲Sex Education ▲Futsal Activities, totaling 11 programs running from April to December.


Applicants are people with developmental disabilities and their families residing in Gwanak-gu, with priority given to low-income households such as basic livelihood security recipients and near-poverty groups.

An official from the district stated, "We will focus on operating substantial programs so that people with disabilities and their families can live happily as members of society," adding, "We will continue to actively provide various programs that help the social development and healthy growth of people with developmental disabilities."
