Enforcement of Helmet Non-Wearing on Two-Wheeled Vehicles

The introduction of rear unmanned traffic enforcement equipment is expected to make it easier to detect traffic violations by two-wheeled vehicles.

The Seoul Metropolitan Police Agency announced on the 29th that starting from the 1st of next month, enforcement using rear unmanned traffic equipment will be conducted at the Sangbong Underpass intersection in Jungnang-gu, Seoul.


Although warning notices were issued for four months from November last year to March this year, fines will have to be paid with the full-scale enforcement now in effect. According to the police, currently, there is one unmanned traffic enforcement device installed in Seoul city, and one each in Suwon and Hwaseong, Gyeonggi Province.


A police official stated, "The evaluation of the rear unmanned traffic enforcement equipment during the pilot operation period was positive," and added, "We plan to install additional rear unmanned traffic enforcement devices at five more locations in the Seoul area."


In particular, enforcement of traffic violations by two-wheeled vehicles is expected to increase. Currently, unmanned enforcement devices mainly operate by capturing the front license plate of vehicles, making it difficult to enforce violations for two-wheeled vehicles whose license plates are located at the rear.


The fines for two-wheeled vehicles are as follows based on exceeding the speed limit: ▲up to 20 km/h over, 30,000 KRW ▲21 to 40 km/h over, 50,000 KRW ▲41 to 60 km/h over, 70,000 KRW ▲61 to 80 km/h over, 90,000 KRW. For signal and instruction violations, the fine is 50,000 KRW. For passenger vehicles, the fines are: ▲up to 20 km/h over, 40,000 KRW ▲21 to 40 km/h over, 70,000 KRW ▲41 to 60 km/h over, 100,000 KRW ▲61 to 80 km/h over, 130,000 KRW. For signal and instruction violations, the fine is 70,000 KRW.


A police agency official said, "We plan to enhance video analysis technology to enforce violations such as failure to wear helmets by two-wheeled vehicle riders."


Meanwhile, the Seoul Metropolitan Police Agency plans to install five additional rear enforcement devices at five locations within Seoul by the end of this year, based on analysis of high-accident areas, and will expand installation locations in cooperation with local governments.
