Deliberation and Resolution of Partial Amendment Bill on Childcare Support Act
From now on, institutions providing child care services will be directly responsible for tasks such as hiring child care workers.
The Ministry of Gender Equality and Family announced on the 28th that the partial amendment bill of the "Child Care Support Act," which includes this content, was reviewed and approved at the Cabinet meeting. The ministry plans to submit the amendment bill to the National Assembly by the end of this month.
This amendment stipulates that service-providing institutions, which connect users and child care workers to provide child care services, will carry out tasks such as hiring child care workers, managing labor contracts and work duties, and subscribing to liability insurance for child care workers and children.
President-elect Yoon Suk-yeol reiterated his pledge to abolish the Ministry of Gender Equality and Family, stating, "Isn't it time for the ministry to fulfill its historical mission?" Until now, tasks such as hiring child care workers were handled by the Metropolitan Support Centers, which oversaw supporting local service-providing institutions and establishing and operating plans for the supply and demand of child care workers.
Now, service-providing institutions will directly perform these tasks, and the Ministry of Gender Equality and Family expects this will enable efficient division of work between institutions.
The ministry plans to actively support the smooth passage and prompt implementation of the amendment bill through the National Assembly, while preparing operational guidelines (manuals) for Metropolitan Support Centers to ensure that the workload of service-providing institutions responsible for hiring child care workers and related tasks does not become excessive.
Minister Kim Hyun-sook of the Ministry of Gender Equality and Family said, “This amendment will help provide efficient services and also contribute to the designation and expanded operation of Metropolitan Support Centers, which is a task in the plan to advance child care services. We will do our best to promote the plan to advance child care services aimed at alleviating the burden of child-rearing and creating a safe and high-quality child-rearing environment.”
