Announcement of Performance in Operating the Regulatory Reform Newspaper by the Office for Government Policy Coordination
In the future, robot-operated unmanned cafes will be classified as food vending businesses, allowing them to operate anywhere. For apartment complexes with more than 2,000 households, if the installation of kindergartens is decided at the business planning stage, approval for establishment will also be guaranteed upon completion.
On the 27th, the Office for Government Policy Coordination announced improvement cases of “field-oriented regulations” through the “Regulatory Reform Petition Box” that include these contents. The office reported that from October last year to the end of February this year, it received 2,022 suggestions through the Regulatory Petition Box and improved 801 cases.
First, robot-operated unmanned cafes had restrictions on operating areas due to unclear business classification standards. When registered as a “rest food service business,” they were only allowed to operate in neighborhood living areas under the Building Act, making it impossible to operate on university campuses. Accordingly, the office revised the management guidelines of the Ministry of Food and Drug Safety to classify robot-operated unmanned cafes as “food vending businesses,” enabling them to operate anywhere.
The mandatory establishment of kindergartens in apartment complexes with more than 2,000 households was also changed so that if the installation is decided at the business planning stage, approval for establishment is guaranteed. Previously, the education office sometimes denied final establishment approval, causing collective complaints or disputes such as compensation claims. Accordingly, the office changed the system so that the education office decides on kindergarten establishment during the apartment planning stage. This is to guarantee establishment approval at the completion stage for kindergartens that have been consulted.
The regulation prohibiting the installation of filming studios within amusement parks and other recreational areas was also lifted. The Ministry of Land, Infrastructure and Transport revised the “Rules on the Structure and Installation Standards of Urban and County Planning Facilities” to allow the installation of filming studios for exhibition and viewing purposes. With this regulatory relaxation, overseas theme parks with amusement rides or tour programs using movie production sets are expected to be established.
Additionally, mobile refueling for fire trucks at disaster sites was permitted. Previously, mobile refueling was generally prohibited for all vehicles, so fire trucks had to refuel at gas stations and then return to the site when fuel was depleted. Accordingly, the office revised related enforcement rules with the Fire Agency and Ministry of Industry to fully allow mobile refueling for fire trucks at disaster sites through refueling vehicles.
An official from the office stated, “The government plans to accelerate the realization of ‘reforms centered on the people and together with the people’ by expanding public participation in the regulatory innovation process,” adding, “We will activate the Regulatory Petition Box to promptly reflect various voices from the field and help recover the struggling livelihood economy and resolve public inconveniences.”
