March 15: Seoul's First Registration of Copyright for 'Experiential Science Education Learning Guide'
Compiled for Elementary and Middle School Students... Science Curriculum Structured Around Experiential and Practical Learning
From April, Operation of ‘Visiting Science Principles Experience Classroom’... Establishing a Differentiated Science Education Platform
Yeongdeungpo-gu (Mayor Choi Ho-kwon) announced that it is swiftly establishing a pioneering science education foundation to nurture future talents.
On the 15th, the district registered the copyright for ‘Development Guidebook for Experiential Inquiry-Based Science Curriculum Roadmap,’ the first experiential science education learning guide in Seoul.
Following the signing of a cooperation agreement with the Seoul Metropolitan Office of Education on February 24 to create a special science education district, from April, Yeongdeungpo-gu will invest 150 million KRW to operate the ‘Visiting Science Principles Experience Classroom’ targeting 35 schools (23 elementary and 12 middle schools).
The ‘Visiting Science Principles Experience Classroom’ is a science education program directly provided by the district to students, differing from the previous method of supporting schools through educational expense subsidies. This program reflects the voices from the school field directly, proactively responding to the rapidly changing educational environment and contributing to nurturing Yeongdeungpo-gu youth as future creative convergence talents.
Accordingly, the district produced the ‘Development Guidebook for Experiential Inquiry-Based Science Curriculum Roadmap’ through Ewha Womans University Industry-Academic Cooperation Foundation, marking the first such effort in Seoul. This guidebook serves as the learning guide for the ‘Visiting Science Principles Experience Classroom’ and is compiled into two volumes (for elementary and middle school students).
The ‘Development Guidebook for Experiential Inquiry-Based Science Curriculum Roadmap’ is significant for structuring the science curriculum around experiential and practical learning. It is designed to implement STEAM education using teaching aids such as the National Gwacheon Science Museum’s ‘80 Types of Mobile Science Principles Experience Content.’ STEAM education aims to cultivate convergence talents equipped with problem-solving skills by adding humanities literacy to scientific and technological knowledge.
Through consultation with the National Gwacheon Science Museum, on the 15th, the district registered the copyright for both the elementary and middle school versions of the ‘Development Guidebook for Experiential Inquiry-Based Science Curriculum Roadmap’ with the Korea Copyright Commission. Through this, the district expects to play a central role in the science education platform for nurturing future talents.
Choi Ho-kwon, Mayor of Yeongdeungpo-gu, said, “We are very proud to have registered the copyright for the experiential science education learning guidebook for the first time in Seoul and to have established a differentiated science education platform.” He added, “We will widely disseminate the learning guidebook to educational facilities in the district to enhance students’ empathy and interest in science and strive to elevate Yeongdeungpo’s status as a hub for next-generation future education.”

Songpa-gu Develops Nation’s First ‘Fixed-Term Manager Program’... Sold to Five Institutions to Secure District Revenue
Held Three Program Briefings for 21 Institutions Nationwide... Secured 10 Million KRW in District Revenue
Songpa-gu (Mayor Seo Gang-seok) announced on the 27th that it has developed the nation’s first ‘Fixed-Term Manager Program’ independently and sold it to five institutions including Seocho-gu, securing district revenue.
‘Fixed-term workers’ are employees who have signed labor contracts for a fixed period. Due to the creation of public jobs and increasing demand for auxiliary personnel, their numbers are steadily rising in each institution.
In response to this trend, the district recognized the need for a fixed-term worker personnel management program optimized for government offices and began development in 2021. Additionally, following the amendment of the Labor Standards Act in November 2021 mandating wage statement issuance, the program proactively enables workers to obtain necessary documents anytime.
The Songpa-gu Fixed-Term Manager Program integrates management of wages, allowances, salaries, and work status of fixed-term workers. Workers can conveniently issue various certificates based on information entered into the system.
The program operates by registering project names and personnel in bulk, with each department’s project manager inputting monthly work status. It features systematic wage calculation, computerized work records, and personal information protection, resulting in high satisfaction for both staff and workers.
Since April 2022, the district has actively utilized the program in administration, systematizing wage management for 1,600 workers across 421 projects.
Following the successful establishment of the nation’s first ‘Songpa-gu Fixed-Term Manager Program,’ inquiries from cities, counties, and districts nationwide have continued, leading to three program distribution briefings targeting these institutions.
Among the institutions attending last year’s briefings, the district sold the program to five institutions?Seocho, Yeongcheon, Jeongseon, Hwaseong, and Dangjin?securing 10 million KRW in non-tax revenue. Notably, one institution decided to switch from a private program to the ‘Songpa-gu Fixed-Term Manager Program,’ proving the system’s excellence.
The third briefing, held on the 3rd with participation from 16 institutions, was successfully completed, and the district plans to sign agreements with additional institutions for further distribution. Due to high demand, a fourth briefing will be held in the second half of the year.
Seo Gang-seok, Mayor of Songpa-gu, said, “Developing an excellent advanced system independently and positively influencing institutions nationwide beyond district administration is true work innovation. We will continue to build advanced administration and develop Songpa-gu into a livable administrative innovation city.”
