The Anti-Corruption and Civil Rights Commission Establishes Fair Hiring Standards for Non-Civil Servants in Administrative Agencies

Procedures for hiring non-civil servant employees such as fixed-term workers in administrative agencies will also have fair hiring standards established, similar to those for civil servants.

On the 23rd, the Anti-Corruption and Civil Rights Commission's Integrated Report Center for Hiring Corruption announced that it has prepared "Measures to Establish Fair Hiring of Non-Civil Servants within Administrative Agencies" and recommended institutional improvements to central administrative agencies, local administrative agencies, and educational administrative agencies.


There are 428,000 public employees and fixed-term workers in domestic administrative agencies who are not civil servants but perform public duties such as administrative and technical support. The Commission pointed out that there are no systematic hiring standards for these workers, placing them effectively in a blind spot.


The Commission proposed fair hiring standards including the obligation of hiring departments to prevent information leaks, mandatory posting periods of five days or more for hiring announcements, and prior regulation of methods for determining successful candidates. Additionally, through the Integrated Report Center for Hiring Corruption, the Commission plans to check whether administrative agencies at all levels have revised their internal guidelines in accordance with the recommendations after this announcement. Starting next year, regular specialized training courses will be conducted to ensure hiring officers understand the regulations.


Jeong Seung-yoon, Vice Chairman and Secretary General of the Commission, stated, "From now on, the Commission will devote all its capabilities to ensure that the government's national agenda of 'Eradicating Hiring Corruption in the Public Sector' is achieved through the Integrated Report Center for Hiring Corruption."
