On the 23rd at 3:30 PM, the National Police Agency held a meeting chaired by the Commissioner to review preparations and devise response measures.

According to the National Police Agency, the Korean Confederation of Trade Unions will hold a rally at 2:30 PM on the 25th with 18,000 participants. The National People's Action reported a rally with 30,000 participants at 5 PM on the same day.

Commissioner Yoon Hee-geun stated, "When a large number of people gather for rallies and marches on major downtown roads, citizens experience significant inconvenience due to traffic congestion and noise. We plan to secure traffic flow to prevent full lane occupation and strictly manage rally noise."

He added, "If illegal acts such as occupying all lanes or causing prolonged traffic jams that severely inconvenience citizens are carried out, we will promptly proceed with dispersal procedures according to law and principles. If police officers are assaulted or official duties obstructed during this process, on-site arrests will be made, and the organizers will be swiftly and strictly prosecuted," he emphasized. Additionally, the organizers were requested to maintain noise levels near hospitals below the legal limits set by the Assembly and Demonstration Act.
