Revisiting Deok-eun District's 'IS Valley' in the Development of Sangam DMC's Super High-Rise Landmark

The western metropolitan area business district is buzzing. Recently, the Seoul Metropolitan Government announced plans to develop a supertall landmark project in Sangam DMC, raising expectations that the area will be transformed into a large-scale advanced business town.


Seoul plans to build a supertall advanced complex business center reaching up to 540 meters in height in the Sangam DMC area by 2030. To this end, Seoul has begun announcing land supply for the site and plans to select a preferred negotiation partner by the first half of this year. Once completed, the northwestern metropolitan area is expected to boost economic revitalization and further elevate its status as a leading domestic business district.


One place gaining renewed attention due to this development news is the large-scale advanced business town ‘IS Valley’ located in Deok-eun District, Goyang City, Gyeonggi Province.


‘IS Valley’ is a complex town developed by IS Dongseo in Goyang Deok-eun District, harmoniously combining office, residential, and commercial spaces. Considering its geographical advantages close to Sangam DMC, Yeouido, and Magok District, as well as its location offering views of the Han River, it is widely expected to emerge as a new business hub in the metropolitan area. Currently, ‘IS Valley’ is actively developing large-scale knowledge industry centers, residential officetels, and commercial facilities.


A recent highlight is the ‘Deok-eun DMC IS BIZ Tower Hangang’ located in blocks 6 and 7 of Deok-eun District. With 4 basement floors and up to 21 floors above ground, consisting of two buildings and a total floor area of 158,613 square meters, it is expected to showcase the landmark status of the northwestern area alongside the supertall advanced complex business center planned by Seoul in Sangam DMC.


‘IS Valley,’ the representative business town in the northwestern metropolitan area, hosts its central knowledge industry center

‘Deok-eun DMC IS BIZ Tower Hangang’ is regarded as the core of ‘IS Valley.’ Its excellent transportation environment stands out. By car, it takes only 6 minutes to reach Gangbyeonbuk-ro via the northern IC of Gayang Bridge. Additionally, it takes 8 minutes to reach Olympic-daero via the southern IC of Gayang Bridge.


The development benefits are also expected to have a positive impact. The most notable is the ‘undergrounding of Gangbyeonbuk-ro.’ This project aims to transform the 17.4 km section from Gayang to Yeongdong Bridge by constructing a new six-lane road underground. On the surface, a waterfront relaxation space connected to the Han River will be created, offering a differentiated space that will further increase the value of the surrounding area.


The ‘Daejang-Hongdae Line’ and ‘Susaek Station Area Development Project’ are also points of interest. The Daejang-Hongdae Line will connect Bucheon Daejang District, pass through Goyang Deok-eun District, and link to Seoul Subway Line 2 at Hongdae Entrance Station, with 6 out of 12 stations planned as transfer stations. The Susaek Station Area Development involves transforming the area from Gyeongui-Jungang Line’s Susaek Station to DMC Station into a complex cultural hub. There are plans to build a large-scale complex shopping mall in the Sangam DMC area by 2027.


Han River forest zone, landscaping specialization stand out in the knowledge industry center... Expected benefits from low building coverage ratio and park landmark development

Various natural features also attract attention. ‘Deok-eun DMC IS BIZ Tower Hangang’ is located in the ‘Han River forest zone,’ offering views of the Han River along with a high ratio of green space. Inside, landscaping specialization maximizes eco-friendly elements. An eco-park has been created using various organisms such as aquatic and terrestrial biotopes. Additionally, a ‘Grass Garden’ offering different seasonal landscapes, rooftop gardens (on the 2nd and 5th floors) overlooking the Han River forest zone, and a tea house lounge space are provided. Furthermore, decorative gardens and lawn yards harmoniously featuring various flowers and trees will be developed throughout the interior.


The reason such natural specialization is possible is due to the low building coverage ratio. The building coverage ratio of ‘Deok-eun DMC IS BIZ Tower Hangang’ is 52%, which is quite low. The lower the building coverage ratio, the smaller the proportion of buildings occupying the site, making it easier to create landscaping and walking paths within the complex. The maximum building coverage ratio set by the Ministry of Land, Infrastructure and Transport for neighborhood, general, and central commercial areas is around 70-90%, and most office facilities build according to this standard. In contrast, ‘Deok-eun DMC IS BIZ Tower Hangang’ has been designed with a minimized building coverage ratio to enable landscaping specialization of over 3,300 pyeong (approximately 10,900 square meters).


Benefits from Seoul’s park landmark development project are also anticipated. ‘Deok-eun DMC IS BIZ Tower Hangang’ is close to World Cup Park, Noeul Park, Sky Park, and Nanji Hangang Park. Recently, Seoul announced plans to build the ‘Seoulling’ Ferris wheel at World Cup Park as the first step of the park landmark project. Additionally, plans include creating various observation spaces and an 18-hole golf course at Sky Park and Noeul Park. This will provide new leisure spaces beyond natural harmony. Notably, a ‘River Park Bridge (planned)’ will be constructed near the complex, allowing easy access to these parks and enabling residents to fully enjoy the benefits of the park landmark project.


The differentiated product features also draw attention. ‘Deok-eun DMC IS BIZ Tower Hangang’ offers creative workspaces including meeting rooms of various sizes, office lounges, and studios. It also provides fitness and Pilates facilities along with interaction spaces for employees.


Meanwhile, the sales promotion center for ‘Deok-eun DMC IS BIZ Tower Hangang’ is currently in operation.
