Im Seong-hwa, a member of the Gwangju Seo-gu Council, announced on the 21st that he pointed out the overall problems of the Seo-gu smart shared parking platform ‘Seo-gu Parking Haeon’ (hereinafter Haeon) and demanded improvements through a 5-minute free speech at the 3rd plenary session of the 310th extraordinary meeting.
In his speech, Councilor Im pointed out issues in the selection process of the business operator, such as insufficient qualification and performance verification, lack of platform system management and inspection, and frequent errors, and demanded thorough management and reorganization by the Seo-gu Office in system operation.
According to Councilor Im’s remarks, the Seo-gu Office spent a budget of 500 million won to build ‘Haeon.’ Without conducting a competitive bidding contract due to the reason of it being an innovative product, a private contract was signed with Company A, during which the company’s qualifications and performance were not properly verified.
Additionally, Councilor Im pointed out that the number of app subscribers is less than 0.5% of the number of vehicles registered in Seo-gu, and due to overall problems such as ▲inadequate app system ▲numerous vehicle recognition errors ▲electronic display board errors, the app usage rate is significantly low, demanding error analysis, improvement of monitoring capabilities, and user environment maintenance.
Councilor Im said, “I hope that the originally intended administration will carefully review the entire process from the project plan to subsequent project execution so that it can improve the quality of life of residents and permeate their daily lives.”
