‘District-Operated Senior Comprehensive Welfare Town’ Project Passes Ministry of the Interior and Safety Central Investment Review... Total Budget Approximately 24.4 Billion KRW, Completion Targeted for 2026

‘Senior Center & 50 Plus Center’ Scheduled for Completion This Year, Creation of 10 ‘Smart Senior Centers’ to Support Seniors’ Spaces



Gwanak-gu (Mayor Park Junhee) is accelerating efforts to prepare welfare spaces for seniors so that they can enjoy an active old age in comfortable and pleasant environments and receive better welfare services.


The project to build the ‘District-Operated Senior Comprehensive Welfare Town (tentative name)’ within the Sillim 2 Redevelopment Promotion Zone passed the Ministry of the Interior and Safety’s ‘Local Finance Central Investment Review’ on the 3rd. This central investment review evaluates the necessity and feasibility of the project, and with this approval, the district will officially proceed with budgeting and construction of the Senior Comprehensive Welfare Town.


The project will begin with public architecture review and design competitions this year, followed by detailed design services and resident briefings in 2024, with construction starting in 2025 and completion targeted for 2026.


The total project cost is approximately 24.4 billion KRW. The building will be four stories above ground and will house the district-operated Senior Comprehensive Welfare Center and a nursing home for seniors with mobility difficulties.


The district expects the Senior Comprehensive Welfare Town to become a central space providing ‘comprehensive senior welfare services’ that meet diverse welfare needs such as health, leisure, education, and care.


The ‘Senior Center & 50 Plus Center,’ supporting seniors’ hobbies and promoting social participation, is also under construction with a completion goal this year. Located on the former Gwanak-gu Community Center site, the three-story building will feature a fitness room and program rooms on the first floor ‘Senior Center,’ and media education rooms and open spaces on the second and third floors ‘50 Plus Center,’ helping seniors improve health and build social networks.


Additionally, the district is creating 10 ‘Smart Senior Centers’ as resting places for seniors, providing ‘smart healthcare’ and ‘video online programs’ using new technologies to foster vibrant and healthy aging environments.


Park Junhee, Mayor of Gwanak-gu, said, “We will continue our efforts to realize spatial welfare for seniors so that they can enjoy various benefits and improve their quality of life in comfortable and pleasant spaces.”

Expected to Become a Hub for Public, Administrative, and Cultural Services for Residents



The Bukgajwa 2-dong Community Service Center in Seodaemun-gu, built in 1987, is expected to relocate to a newly constructed complex building by the end of next year.


Seodaemun-gu (Mayor Lee Seongheon) announced on the 21st that construction for the Bukgajwa 2-dong complex building has recently broken ground and entered full progress.


The complex building will be constructed on a new site of 918㎡ at 334-5 Bukgajwa-dong, with one basement floor and six above-ground floors, totaling 2,643㎡, aiming for completion in December 2024.


The basement floor will house a parking lot; the first floor will contain the community service center; floors two through five will include a library, autonomous hall, and other resident convenience and cultural facilities; and the sixth floor will feature an auditorium.


At the groundbreaking ceremony held on the 17th at the new site, Mayor Lee Seongheon said, “The new complex building is expected not only to become a hub for public, administrative, and cultural services but also to play a positive role in forming and revitalizing the resident community.”

Geumcheon-gu Recruiting Single Elderly Residents for Borin Housing

Rent Set at Approximately 30% of Market Rate, Continuous Residence Possible Through Renewal Every Two Years if Eligibility Maintained

Applications Accepted at Local Community Service Centers from March 21 to 27



Geumcheon-gu (Mayor Yoo Seonghun) announced that it will recruit residents for Borin Housing from March 21 to 27.


‘Borin Housing’ is a public single-room housing tailored for single elderly residents, introduced by Geumcheon-gu in collaboration with Seoul City and SH Corporation (Seoul Housing & Communities Corporation) to improve poor living conditions and support healthy aging.


The vacancies available this time total five units: 2 units at Borin Housing (Branch 1 / Doksan 2-dong), 2 units at Borin Together Housing (Branch 4 / Siheung 4-dong), and 1 unit at Borin Hope Housing (Branch 5 / Gasan-dong).


Applicants must be single elderly residents aged 65 or older living in Geumcheon-gu who receive basic livelihood, medical, or housing benefits. They must also comply with management regulations and agree to participate in community programs, reflecting the communal nature of the housing.


Rent is set at about 30% of the surrounding market rate, with a basic lease term of two years. Residents can renew their lease every two years if they maintain eligibility, allowing continuous residence.


Single elderly residents wishing to apply should visit their local community service center to submit their application.


Detailed information on eligibility, rent, and required documents can be found on the Geumcheon-gu Office website under the ‘Notices & Announcements’ section.


After conducting a field survey of applicants, Geumcheon-gu plans to announce the final residents on May 3. On May 9, room assignments and community education will be conducted. Residents will sign contracts with SH Corporation around the end of May and move in between June and August.


Geumcheon-gu also supports elderly residents lacking rental deposits by providing loans covering 90% of the deposit at a 2% annual interest rate, and supports elderly safety checks and community programs to prevent solitary deaths and provide tailored residential support.

Expanding Social Participation of Persons with Disabilities and Creating Senior Jobs... Realizing Mutual Growth and Shared Values



Yeongdeungpo-gu (Mayor Choi Hogwon) announced that it is recruiting 10 participants for the ‘Together Jobs for Seniors and Persons with Disabilities’ project until the 24th.


The ‘Together Jobs for Seniors and Persons with Disabilities’ project places persons with disabilities in senior job sites, providing them with social participation opportunities and customized jobs, realizing a happy journey together with vulnerable groups.


The district expects this project to realize the social value of ‘togetherness’ through positive partnerships between seniors and persons with disabilities who face employment difficulties, achieving the dual benefits of disability employment and senior job creation.


Applicants must be persons with disabilities aged 18 or older registered as residents in the district. Interested applicants can fill out the application form on the district website’s recruitment announcement board and submit it in person to the Seniors and Persons with Disabilities Division. The district will select 10 final candidates through a first-round document screening and second-round interview.


The selected persons with disabilities will work from April to December at senior job sites such as subway delivery support, senior book cafes, Flower Grandma’s snack shop, and Yeonggiver (mobile knife sharpening and umbrella repair center).


Additionally, the district is promoting public job projects for persons with disabilities in vulnerable groups, including assisting with tasks at the district office, community service centers, and social welfare facilities, meal delivery vehicle assistance, and illegal parking guidance. Approximately 140 persons with disabilities are active this year.


Choi Hogwon, Mayor of Yeongdeungpo-gu, said, “We launched the Together Jobs project with seniors to provide social participation opportunities and customized jobs for persons with disabilities. We will continue to actively discover quality jobs for vulnerable groups and do our best to create a Yeongdeungpo where everyone can live together.”
