"ID Photo Must Show Ears and Eyebrows?"... We Invite Suggestions on Absurd Regulations

Office for Government Policy Coordination to Hold Absurd Regulation Contest from the 21st to Next Month 20th

A contest will be held to improve inconvenient and inefficient "absurd regulations," such as requiring resident registration card photos to show ears and eyebrows, or allowing only licensed professionals to wash hair at beauty salons.


If selected as an absurd regulation, the Office for Government Policy Coordination plans to coordinate with relevant ministries to revise laws and improve systems.


On the 20th, the Office for Government Policy Coordination announced that it will hold an absurd regulation contest in which the public can directly participate. The purpose is to identify and improve regulatory blind spots that the government has not yet discovered.


Proposals for the absurd regulation contest will be accepted for one month from the 21st to the 20th of next month on the contest website. Anyone can participate. One proposer of the grand prize project will receive the Office for Government Policy Coordination Chief’s Award along with a prize worth 1,000,000 KRW (Onnuri gift certificate).


In addition, winners of the Excellence Award (1 person), the Outstanding Award (1 person), and the Encouragement Award (about 7 people) will receive Onnuri gift certificates worth 500,000 KRW, 300,000 KRW, and 100,000 KRW respectively.


Examples of absurd regulations cited by the Office for Government Policy Coordination include regulations that only licensed hairdressers or beauticians can wash hair at barbershops or beauty salons, and regulations that only CCTV cameras are allowed for security cameras in apartments with more than 150 households. The government has improved regulations to allow unlicensed assistants to wash hair at barbershops and beauty salons, and changed apartment security cameras to allow network cameras as well.


The requirement that resident registration card photos must show ears and eyebrows was also considered excessive regulation, and the requirement for ear and eyebrow exposure was removed.


Visit Kyu, head of the Office for Government Policy Coordination, said, “Regulations play a role in making our lives orderly and stable, but poorly made regulations cause inconvenience and sometimes even absurdity. We ask for your interest and participation so that this contest can resolve unreasonable regulations remaining in daily life and serve as an opportunity to upgrade the quality of life for the public.”
