Songpa-gu (Mayor Seo Gang-seok) is introducing a qualification completion system for Grade 5 promotion starting this year to enhance the capabilities of executive public officials.

For this purpose, 64 Grade 6 team leader-level public officials took the first Grade 5 promotion qualification exam held on the 18th.

Seo Gang-seok, Mayor of Songpa-gu, stated, “The capabilities of executive public officials at Grade 5 and above in the district office are a very important requirement for servant administration for residents. The existing review promotion system has had some issues, such as limitations in objective qualification verification,” adding, “We have implemented the Grade 5 promotion qualification exam to cultivate competent managers through fair evaluations.”

The Grade 5 promotion qualification system targets general public officials who have served at Grade 6 for more than two years as of the promotion date. Candidates must take exams in three subjects and achieve a score of 60 or above in each to be granted Grade 5 promotion eligibility.

The mandatory exam subjects are Administrative Law and Public Administration, which are fundamental for providing administrative services. Candidates choose one elective subject from General Civil Law, Urban Administration, Social Welfare, or Economics.

Candidates can study the subjects through online courses before taking the exam. The exam is offered four times a year.

Among those who complete the Grade 5 promotion qualification, the final promotion candidates are decided through the Personnel Committee’s promotion resolution. The results of this exam will be applied starting with the Grade 5 review promotion in December.

To ensure fairness in the Grade 5 promotion qualification exam, Songpa-gu has entrusted the exam operation to a specialized institution.

Mayor Seo Gang-seok of Songpa-gu said, “To create Songpa, a premium city that serves residents as its owners, which is the vision of Songpa-gu, capable public officials must always be prepared,” and added, “Through this qualification completion system, public officials will take the lead in implementing servant administration for residents with verified administrative competence along with the core values of creativity, innovation, and fairness.”
