Employment Goals of 6,971 in Five Areas: Direct Jobs, Employment Services, Employment Incentives, Vocational Skills Development, and Startup Support



Yangcheon-gu (Mayor Lee Gijae) announced that it has established the '2023 Comprehensive Job Policy Plan' to create an economic city where anyone who wants to work can do so, investing about 47.6 billion KRW this year to create a total of 6,971 jobs.


Last year, the district's job creation achievement was 7,740 people, exceeding the target (7,346 people) by 105.4%. Especially, the significant increase in private sector employment and job support projects such as middle-aged employment linkage (320%), job fairs (126%), and on-site job discovery (121%) confirmed that the social demand for rapid daily recovery after COVID-19 and the administrative efforts to actively support it were the driving forces behind this result.


This year is the first year of the eighth elected administration's annual plan, and in connection with the four-year comprehensive job plan announced last December, the project aims to create 26,300 jobs by 2026.


By sector, the employment targets are set as follows: ▲4,482 direct jobs ▲1,710 employment services ▲603 employment incentives ▲134 vocational skills development ▲42 startup support jobs, providing jobs to a total of 6,971 people across 97 projects.


The target number of jobs and budget by group are ▲204 for youth (2.3 billion KRW) ▲241 for women (4 billion KRW) ▲3,061 for vulnerable groups (16.9 billion KRW) ▲3,465 for middle-aged and others (24.2 billion KRW), with a total investment of about 47.6 billion KRW.


In the direct job sector, the focus is on maintaining employment stability for vulnerable groups by operating senior jobs (2,603 people), safe jobs (400 people), and self-support work projects (260 people), supporting public jobs where the weak help the weak to promote life stability as well as pride and independence.


In the employment incentives and vocational skills development sectors, the goal is to build a Yangcheon-type talent pool and focus on sustainable job matching by enhancing employment capabilities. To this end, about 100 customized jobs will be provided through programs such as reemployment support for career-interrupted women, middle-aged and youth employment linkage programs, youth internship programs, and startup incubating.


In the employment services and startup support sectors, a public-private cooperation support system for employment and entrepreneurship will be established. First, the Job Plus Center will be operated, where professional career counselors will closely manage 1,220 job seekers from job registration to intensive counseling and employment. Additionally, a job fair will be held to connect 190 people with jobs, and a job discovery team will help 300 people find employment.


Lee Gijae, Mayor of Yangcheon-gu, said, "Although there are concerns about employment market stagnation due to the base effect and economic slowdown, I believe that well-organized administrative job policies can be a great strength, especially in such situations." He added, "We will spare no effort to create a vibrant economic city of Yangcheon where anyone who wants to work can do so through sustainable job matching that fosters independence rather than simple one-time support."

Jung-gu Prepares First Supplementary Budget of 13 Billion KRW for 2023

Most of the Budget Cut During the Previous Main Budget Review Reflected, Supplementary Budget of 13 Billion KRW Prepared

Actively Supporting Improvement of Residents' Convenience and Revitalization of the Local Economy to Enhance Residents' Welfare



Seoul Jung-gu (Mayor Kim Gilsung) has prepared the first supplementary budget of 13 billion KRW for 2023.


This reflects most of the budget that was cut during the previous main budget review, except for projects such as senior transportation support.


The main contents of this supplementary budget include ▲1.4 billion KRW for resident welfare such as support allowances for vulnerable groups and operation of the Senior Healthcare Center ▲2.5 billion KRW for operation of resident convenience facilities such as sports and welfare facilities ▲1.1 billion KRW for improving resident convenience including smart shelters and park environment improvements.


Additionally, ▲900 million KRW for revitalizing the local economy including support for traditional markets and urban industries, and local commercial districts ▲3.3 billion KRW for safety enhancement such as bicycle insurance for Jung-gu residents and improvement of aging government buildings ▲600 million KRW for urban redevelopment projects including maintenance plan establishment ▲2.2 billion KRW for resident communication such as operating an internet broadcasting station and the Jung-dong Night Festival, focusing mainly on resident welfare improvement, senior welfare enhancement, and local economy revitalization, with essential expenses such as personnel costs that were cut also reflected.


The budget proposal was submitted to the Jung-gu Council on February 3, reviewed by each standing committee and the Budget and Accounts Special Committee, and finally approved and confirmed at the plenary session on March 6.


Jung-gu had repeatedly appealed to the council to prioritize residents in legislation, fearing that the damage caused by the significant cuts in the 2023 main budget would affect residents.


In response, on December 29 last year, the leaders of both ruling and opposition parties in the Jung-gu Council gathered in the mayor's office and agreed to cooperate and communicate solely to realize the common goal of 'residents' happiness and welfare improvement,' setting aside party interests.


On the same day, they drafted a joint agreement and agreed to promptly hold a temporary session and prepare a supplementary budget to restore the cuts in the 2023 main budget, fulfilling that promise in this supplementary budget.


Kim Gilsung, Mayor of Jung-gu, who led the bipartisan agreement for smooth district administration, said, "I hope to put aside past conflicts and antagonisms and realize 'One Jung-gu, Together Jung-gu' through consideration and harmony. From now on, I will open my heart and accept any matter that prioritizes residents regardless of party affiliation." He added, "With the supplementary budget secured for smooth administration in the 8th elected term, I will devote myself to district administration for the residents."

Installation Cost of 1.25 Million KRW Supported per Elevator in Apartment Complexes and Collective Buildings of 10 Floors or More

Each Elevator Reduces Annual Electricity Consumption by 2,897 kWh and Greenhouse Gas Emissions by 1 Ton



Dongdaemun-gu (Mayor Lee Pilhyung) announced that it will implement the 'Elevator Self-Generation Device Installation Support Project' to recycle energy and reduce electricity bills.


The 'Elevator Self-Generation Device' converts the energy generated by the motor when the elevator operates into usable electricity, resulting in ▲monthly shared electricity bill savings of 30,000 to 40,000 KRW per elevator ▲annual reduction of 1 ton of greenhouse gas emissions. This is equivalent to planting about 320 young pine trees.


The support target is elevators in apartment complexes or collective buildings of 10 floors or more that can be used for more than three years after installing the self-generation device. Related documents must be submitted by the resident representative to the Housing Division of Dongdaemun-gu by April 30. The support limit is up to 1.25 million KRW per elevator.


Lee Pilhyung, Mayor of Dongdaemun-gu, stated, "We will actively support the installation of elevator self-generation devices to protect the environment and practice carbon reduction, bringing us one step closer to realizing a carbon-neutral city by 2050." He expressed his ambition for realizing a sustainable future city.
