The 'Dongdaemun District Residents' Happiness Center,' donated through the Yongdu 5 District redevelopment project in Dongdaemun-gu, was designated in 2014 for use as a library and daycare center.


However, by the time of completion in 2021, operating a public library was not feasible due to local conditions. Instead of a library, a senior job center and local children's center were established, and some spaces remained vacant for several months.


Dongdaemun-gu (Mayor Lee Pil-hyung) announced plans to strengthen pre-planning for donated buildings and establish a system to improve quality to address these issues.


The district formed the 'Donated Public Building Construction Council' to receive ongoing advice from the planning stage through completion on ▲public building plans ▲construction appropriateness, and after the redevelopment plan is officially decided, a 'facility operation plan' will be established and managed. This will ensure that the opinions of building operators are actively reflected in managing donated buildings.


Additionally, through a 'design competition,' residents' demands will be actively incorporated into the design. To prevent receiving donated buildings of lower quality than installation costs, thorough 'public facility installation cost verification' will be conducted to secure both public interest and building quality.


Lee Pil-hyung, Mayor of Dongdaemun-gu, stated, "We will institutionalize procedural aspects of managing donated buildings to actively respond to changes in facility use demands and appropriately reflect residents' needs. We will strive to provide facilities that residents require, from design and operation to aesthetics."
