The Seoul Metropolitan Government is changing the application method for the ‘Sangsaeng Housing’ project sites to a rolling application system starting this year.
On the 27th, the city announced that it will change the recruitment method for Sangsaeng Housing project sites, which supply long-term lease housing using private land, from the previous 'public contest' to 'rolling applications,' and will start accepting site applications from the 28th.
Sangsaeng Housing is a new public housing project that expands the concept of 'public rental housing,' which has been promoted by the public sector either by developing land and building directly or by purchasing parts of complexes from private redevelopment or reconstruction projects. It leases private land and constructs housing publicly to supply long-term lease housing to citizens.
Following the first public contest for Sangsaeng Housing sites last year, interest and inquiries about this new long-term lease housing supply method have increased. Therefore, the city plans to accelerate the expansion of long-term lease housing supply by switching to a rolling application system rather than limiting applications to a specific period. The project sites, scale, and procedures for the rolling application system remain the same as in the previous contest.
After selecting sites this year, standards for land use discussed during consultations with project operators can be applied as negotiation criteria for future new projects. Additionally, through research services, the city plans to establish long-term project directions and development plans, including land use fees, duration, project termination, and liquidation methods.
Han Byung-yong, Director of the Seoul Housing Policy Office, said, "The long-term lease housing system, first introduced nationwide by Seoul in 2007, has been popular among middle-income households without homes due to its advantages such as stable rent and long-term residence." He added, "Starting this year, we will actively promote the ‘Sangsaeng Housing’ project through rolling recruitment to support more stable housing and asset formation for Seoul citizens."
