‘A Healthy City for Citizens, a Safe Ulsan’ Implementation

Establishment of the 1st Environmental Health Plan (2023?2030, 8 years)

Total project cost 33.2 billion KRW, presenting 10 tasks across 4 major strategies

[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] Ulsan City will hold the final report meeting for the ‘Ulsan City 1st Environmental Health Plan (2023?2030, 8 years) Establishment’ research project at 2 PM on the 23rd in the conference room on the 3rd floor of the City Hall Annex 1.


The report meeting will be attended by about 10 people, including Kim Mikyung, Director of the City Environment Bureau, Kim Yangho, Professor at Ulsan University Hospital, Lee Jiho, Director of the City Environmental Health Center, and Yoo Donggi, President of the Ulsan Environmental Technicians Association.


This research project was promoted in response to the amendment of the Environmental Health Act, which mandates the establishment of region-centered environmental health policies instead of central government-led policies.


The ‘Ulsan Research Institute’ started the project in April 2022, and after this final report meeting, it is scheduled to be completed by the end of March, reflecting the review and opinions of the City Environmental Health Committee.


According to the report materials, the plan has the vision of ‘A city where citizens are healthy, a safe Ulsan’ and aims to ‘Establish a regional environmental health safety net’ and ‘Alleviate the burden of environmental diseases on citizens.’

To achieve this, four major strategies were presented: ▲Monitoring and exposure management of environmental harmful factors ▲Prevention and response to environmental health damage ▲Strengthening the regional environmental health foundation ▲Enhancing citizen communication, education, and information provision. These four strategies are planned with 10 promotion tasks and 27 detailed tasks.


Looking at the promotion tasks, systems for investigating and monitoring environmental harmful factors, preparing countermeasures for potential harmful factors, managing harmful factors in living environments, and establishing a chemical substance management system will be prepared.


Prevention of environmental health damage, establishment of a response system for environmental pollution damage, expansion of environmental pollution damage relief, strengthening of regional environmental health policy promotion, establishment of a citizen participation base for regional environmental health, and promotion of environmental health support for private sectors will be carried out. The total project cost is estimated at 33.2 billion KRW.


In particular, this research project has prepared 13 ‘Ulsan City Environmental Health Indicators’ to verify the performance of environmental health policy implementation.


The indicators plan to quantify the progress of the environmental health plan, such as the number of people surveyed in environmentally vulnerable areas and the number of environmental disease prevention and management education sessions, to confirm performance.


An official from Ulsan City said, “Through this project, we will establish a plan tailored to Ulsan’s regional characteristics, where large-scale industrial complexes and residential areas are adjacent, and promote environmental health policies for a safe environment free from environmental harmful factors and a city where all citizens are healthy.”
