[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] On the 22nd at 11 a.m., Busan City will sign a business agreement for ‘Revitalization of Small and Medium-sized Businesses and Cultivation of Data Science Convergence Talent through Data-based Policy Analysis and Research’ with Shinhan Card and the National Pukyong National University in the 26th-floor conference room of City Hall.

Attending the agreement ceremony today are Park Hyung-jun, Mayor of Busan, Jang Young-su, President of Pukyong National University, and Yoo Tae-hyun, Group Head of Shinhan Card.


The main contents of the agreement include ▲ cooperation in data analysis and policy research for revitalizing Busan’s consumer economy, tourism, and support for small and medium-sized businesses using public and private data ▲ cooperation in nurturing regional data science convergence talent through participation in data analysis and data utilization by university students, master’s and doctoral students ▲ mutual cooperation to realize the social value of big data and develop the data ecosystem within the region.


Through this agreement, Busan City and Shinhan Card will combine consumer economy big data and public sector big data to analyze the regional economy from multiple perspectives and conduct policy research based on data.


This will enable rapid identification of policy effects according to variables such as income level, consumption scale, occupation, and age, beyond simple analysis of changes in consumer spending, and will be used for city policy establishment to monitor local consumption, attract domestic and foreign tourists, revitalize traditional markets, and support small and medium-sized businesses.


Together with Pukyong National University, a regional data science convergence talent cultivation project involving government, industry, and academia will also be carried out. Shinhan Card and Busan City will support Pukyong National University’s undergraduate and graduate students to conduct research and analysis based on public sector and consumer economy data.


Excellent results analyzed and researched by university students will be utilized as policy materials.


This agreement presents a new model of scientific policy research and analysis for revitalizing the small and medium-sized business economy by utilizing the vast data of the city and Shinhan Card.


In particular, by supporting the cultivation of data science convergence talent using high-quality public and private data, conditions for nurturing high-level talent comparable to the metropolitan area will be established in the region, which is expected to alleviate the concentration of talent in the metropolitan area and contribute to balanced regional development.


Shinhan Card is carrying out various social contribution projects to create social value from big data, and especially during the COVID-19 pandemic, it analyzed real-time payment information and consumption trend data by region and industry from the early stages to prevent the spread of infection and minimize damage, providing this data to the government and local governments.


Pukyong National University, based on the College of Information Fusion (Human ICT Convergence major), has been conducting various data fusion practical talent cultivation programs through the small business digital transformation support program with Busan City and Naver, as well as the Busan City Big Data Supporters activities.


A Shinhan Card official said, “We will do our best to help the mutual development of the Busan economy, including the revival of small businesses and traditional markets, and the cultivation of local talent,” adding, “By realizing the social value of big data, we will demonstrate the leading competitiveness of our data business and continuously practice ESG (Environment, Social, Governance) management that leads the co-growth of local communities based on this.”


Mayor Park Hyung-jun said, “To make Busan a growth hub for the data industry, we have established the Busan Big Data Innovation Center since last year and are striving to activate the use of public and private data and foster specialized companies,” adding, “This agreement will be a springboard for local talent to grow into data convergence experts and a milestone that can present new business opportunity directions for small and medium-sized businesses.”
