The 26th ICT Regulatory Sandbox Deliberation Committee Meeting Held
[Asia Economy Reporter Lim Hye-seon] The regulatory special exception period for KT and KakaoPay's 'Administrative and Public Institution Mobile Electronic Notice Service' and Joins Auto's 'Mobile-Based Vehicle Scrap Estimate Comparison Service' will be extended until the completion of legal revisions.
The Ministry of Science and ICT announced on the 12th that it held the 26th ICT Regulatory Sandbox Deliberation Committee meeting in writing on the 13th and reported these details.
Services that have received demonstration exceptions or temporary permits through the ICT Regulatory Sandbox will have their special exception period extended until the completion of legal revisions if the relevant ministries proceed with legal amendments. These two cases are the first to receive regulatory special exception extensions due to the promotion of legal revisions.
The 'Mobile Electronic Notice Service' is a service that sends various notices (such as National Pension enrollment guidance, VAT filing guidance, disaster relief fund information, etc.) that administrative and public institutions previously sent by mail via text messages or mobile apps like KakaoTalk. Since KT and KakaoPay obtained temporary permits through the ICT Regulatory Sandbox in February 2019, the service has continuously expanded. Currently, eight providers offer this service. By December last year, a total of 403 institutions and 1,244 types of notices had sent 300 million cases.
The related regulatory authority, the Korea Communications Commission, is promoting legal revisions, including the administrative notice of the amendment to the 'Standards for Designation of Identity Verification Agencies,' to institutionalize the 'Mobile Electronic Notice Service.'
The mobile-based vehicle scrap estimate comparison service is a service that mediates and brokers between vehicle owners who want to scrap their cars and scrap dealers through an online platform. Since Joins Auto launched the service in April 2019, the cumulative number of transactions has reached 1,416. Before the expiration of the validity period, Joins Auto requested legal revisions from the Ministry of Science and ICT and the Ministry of Land, Infrastructure and Transport. The related regulatory authority, the Ministry of Land, Infrastructure and Transport, has determined that legal revisions are necessary to institutionalize the 'Mobile-Based Vehicle Scrap Estimate Comparison Service' and plans to start legal revisions, including amendments to the Automobile Management Act.
