Detailed Safety Inspection Resulted in Grade E (44.82 points), Confirming Reconstruction Without the Need for Adequacy Review

The First Complex in Dobong-gu to Pass Safety Inspection Since the Government's Relaxation of Safety Inspection Standards


Dobong-gu Banghak 3-dong Sindonga 1 Complex Passes 'Reconstruction Safety Inspection'

[Asia Economy Reporter Park Jong-il] Dobong-gu (Mayor Oh Eon-seok) announced on the 9th that Banghak Sindonga 1 Complex has passed the final reconstruction safety inspection, confirming its reconstruction.


Banghak Sindonga 1 Complex, consisting of 30 buildings and 3,169 households with a maximum height of 15 floors, is the largest complex in Dobong-gu and was completed in 1990. Recently, as the reconstruction period (30 years) approached and due to apartment aging and lack of parking spaces, the residential environment deteriorated. In June 2021, experts from various fields conducted an on-site investigation following residents' request for a safety inspection.


The investigation concluded that a 'safety inspection is necessary,' and after residents completed fundraising for the inspection costs, a detailed safety inspection service was conducted in October last year.


The government announced a rationalization plan for reconstruction safety inspections on December 8 last year, and as a follow-up measure, the Ministry of Land, Infrastructure and Transport revised and implemented the "Safety Inspection Standards for Housing Reconstruction Judgments" on the 5th of last month.


According to the revised content, the weight of structural safety was reduced from 50% to 30%, while the weight of residential environment and facility aging increased, thereby relaxing the evaluation criteria. Also, the reconstruction judgment score changed from 30 points or less to 45 points or less, the range for conditional reconstruction changed from 30-55 points to 45-55 points, and the obligation to undergo a 'public institution adequacy review' upon a 'conditional reconstruction' judgment was changed to be conducted only if requested by local governments.


Accordingly, Banghak Sindonga 1 Complex applied the government's relaxed reconstruction safety inspection standards and received an E grade (44.82 points) in the detailed safety inspection, becoming the first complex in Dobong-gu to confirm reconstruction without the need for a 'public institution adequacy review' after the regulatory relaxation.


Oh Eon-seok, Mayor of Dobong-gu, said, "With the relaxation of safety inspection standards that had been hindering reconstruction projects, starting with Banghak Sindonga 1 Complex, we will actively support the successful promotion of reconstruction projects for aging apartment complexes."

Decision of 'Final Pass in Reconstruction Safety Inspection' Made According to Ministry of Land, Infrastructure and Transport's Revised Notice Last Month



Seodaemun-gu (Mayor Lee Seong-heon) announced that it made a decision on February 8 to 'finally pass the reconstruction safety inspection' for DMC Hanyang Apartment in Bukgajwa-dong, which had received a 'conditional reconstruction' judgment in the 2021 detailed reconstruction safety inspection, after conducting its own adequacy review.


Accordingly, the complex was confirmed as the first area in Seodaemun-gu to proceed with a reconstruction project for multi-family housing.


DMC Hanyang Apartment in Bukgajwa-dong is a complex completed in 1987, consisting of 6 buildings with 13 to 15 floors and 660 households.


Previously, in the detailed safety inspection service in September 2021, it received a D grade 'conditional reconstruction' judgment with a score of 53.45 points. Since May last year, the Ministry of Land Safety Management has been conducting an adequacy review of the detailed safety inspection.


Following the Ministry of Land, Infrastructure and Transport's revised notice on 'Safety Inspection Standards for Housing Reconstruction Judgments' last month, the district recalculated the weighted scores and judgment grades of the detailed safety inspection report for DMC Hanyang Apartment.


As a result, it was judged as 'conditional reconstruction' with a performance score of 48.52 points (D grade). After verifying the sample quantity, mandatory inspections and tests, and supporting documents in the report and conducting an on-site inspection, the final decision on reconstruction was made.


The district stated, "The decision for reconstruction was greatly influenced by the fact that in the structural stability evaluation, the durability part had already undergone neutralization, the slab part was rated E grade, and the chloride content was also rated E grade."


Until last year, the reconstruction safety inspection process consisted of preliminary safety inspection (on-site investigation) → first detailed safety inspection → second detailed safety inspection (adequacy review).


However, if there are no errors or lack of data in the first detailed safety inspection results, the local government head (district mayor), who has the authority to establish maintenance plans, can decide to pass the reconstruction safety inspection without requesting an adequacy review from the inspection agency. This related standard by the Ministry of Land, Infrastructure and Transport has been significantly relaxed this year.


Accordingly, DMC Hanyang Apartment in Bukgajwa-dong passed Seodaemun-gu's own adequacy review of the detailed safety inspection results, and reconstruction was finally decided. The multi-family housing reconstruction maintenance project will be promoted through future maintenance plan establishment.
