- Effects of Government 1·3 Measures, 6-Month Resale Restriction (Planned) and No Obligation for Actual Residence
- Demand Floods Nationwide for First-Come, First-Served Contracts... "Must Secure Before Price Increase"
As various regulations are lifted following the government's 1·3 real estate measures, the previously sluggish pre-sale market is regaining momentum, especially around prime complexes. In particular, complexes offering first-come, first-served sales without conditions such as no-homeowner status or residence area restrictions are showing signs of selling out.
In fact, 'Riversen SK View Lotte Castle' in Jungnang-gu, Seoul, completed contracts for all units except two during last month's first-come, first-served sales. Similarly, 'Jangwi Xi Radiant' in Seongbuk-gu had 537 unsold units out of a total of 1,330 units after the regular contract period, but the contract rate exceeded 90% during last month's first-come, first-served sales. Both complexes have no subscription restrictions, and buyers can directly select their building and unit numbers, attracting demand from multi-homeowners as well as buyers from other regions.
This enthusiasm is extending to the southern Gyeonggi area. 'Cheolsan Xi The Heritage' located in Gwangmyeong, Gyeonggi Province, recorded a 60% contract rate including contracts from standby winners, and will hold a non-priority contract event on the 4th (Saturday). According to industry sources, it is expected that even with first-come, first-served contracts, selling out will not be difficult.
An industry expert said, "With the prevailing expectation that pre-sale prices will rise further, there seems to be a psychological drive to secure prime complexes in the metropolitan area," adding, "Brand complexes supplied by large construction companies in excellent locations are quickly exhausting remaining units, intensifying the 'sorting of gems and stones' even in first-come, first-served sales."
Meanwhile, 'e-Pyeonhansesang Jukjeon Premier Foret,' cited as a beneficiary complex of the 1·3 real estate measures, is attracting strong interest from buyers. According to sales officials, there is high interest nationwide, including from waiting demand that initially could not participate in the subscription.
The complex is currently conducting first-come, first-served building and unit designation contracts, and anyone aged 19 or older can contract regardless of subscription savings account status, residence area restrictions, or homeownership. Notably, following the revision of the Housing Act Enforcement Decree in March this year under the government's 1·3 real estate measures, the resale restriction period has been reduced from three years to six months, significantly easing regulatory burdens.
Additionally, the complex is developed under a private park creation special project, allowing residents to enjoy a pleasant living environment. The neighborhood park surrounding the apartments will cover approximately 80,000㎡, about 11 times the size of a soccer field. The park will feature diverse facilities including a book caf?, community center, multipurpose ground (underground parking lot), fountain plaza, exercise facilities, children's playground, rest areas, forest walking trails (about 2 km), and pedestrian overpasses. The park is scheduled for completion in early 2024, before residents move in, enabling immediate use upon occupancy.
Since apartments within a 1 km radius are mostly aged complexes over 10 years old, the area offers strong price competitiveness. According to KB Real Estate market data, the sale price of an 84㎡ unit in 'Saeteo Maeul Jukjeon Hillstate' (occupied since June 2004) near the complex is 720 million KRW (as of January), allowing residents to live in a new apartment at a reasonable price compared to apartments that have been occupied for 18 years.
Furthermore, interim payment loans are available up to 60%, with additional guarantees possible, allowing up to two loans per household. The complex is also exempt from acquisition tax and capital gains tax surcharges, reducing tax burdens.
Meanwhile, e-Pyeonhansesang Jukjeon Premier Foret will be developed with six residential buildings ranging from three basement floors to a maximum of 20 floors above ground, totaling 430 units with an exclusive area of 84㎡.
A housing exhibition center is currently operating, and occupancy is scheduled for December 2024.
