Police Investigate Eunma Reconstruction Promotion Committee and Residents' Representative Meeting

[Asia Economy Reporter Jang Sehee] The police have launched an investigation into the Eunma Apartment Reconstruction Promotion Committee and the Residents' Representative Meeting in Daechi-dong, Gangnam-gu, Seoul.


On the 8th, the Suseo Police Station in Seoul is investigating the management entities such as the Eunma Apartment Residents' Representative Meeting for violations of the Apartment Management Act, and the Eunma Apartment Reconstruction Promotion Committee for violations of the Urban and Residential Environment Improvement Act, among other charges.


According to the police and the Seoul Metropolitan Government, the Seoul City Housing Maintenance Division requested an investigation on the 6th into the Eunma Apartment Reconstruction Promotion Committee for violations of the Urban and Residential Environment Improvement Act, and on the 31st of last month into the Eunma Apartment Residents' Representative Meeting and others for violations of the Apartment Management Act.


This investigation request follows the joint inspection conducted last December by the Ministry of Land, Infrastructure and Transport, Seoul City, and Gangnam District Office, which formed a joint inspection team to examine the appropriateness of the expenses for the GTX opposition rallies held by the Eunma Apartment Promotion Committee and Residents' Representative Meeting, as well as the overall operational status.


The Reconstruction Promotion Committee is suspected of violating service contract terms and failing to fulfill information disclosure obligations.


When selecting a specialized management business operator for the maintenance project, the Reconstruction Promotion Committee claimed it was an open competition, but it was later confirmed to have been a restricted competition. This may result in imprisonment for up to three years or a fine of up to 30 million won.


The Residents' Representative Meeting is suspected of using public funds during the 2021 opposition rallies against the Metropolitan Area Express Train (GTX) without proper supporting documents. The Eunma Apartment Residents' Representative Meeting and Reconstruction Promotion Committee have continued to hold opposition rallies, arguing that the GTX-C line passes beneath Eunma Apartment, potentially causing safety issues.


A police official stated, "An investigation request has been received and the investigation is currently underway," adding, "We plan to verify the exact circumstances of the case."
