Gyeongbuul to Submit Development Restriction Zone System Improvement Tasks to Ministry of Land, Infrastructure and Transport

Efforts to Reflect Joint Proposals and Legal Amendments in February

[Asia Economy Yeongnam Reporting Headquarters Reporter Lee Seryeong] On the 7th, Gyeongsangnam-do held the 4th working-level meeting on the release and system improvement of development restriction zones in the Gyeongnam, Busan, and Ulsan areas at the provincial government main office.


The meeting was attended by the planning and coordination directors of the three cities and provinces, directors in charge of development restriction zones, and researchers under the city and provincial governments.


They agreed on the system improvement tasks and joint petitions presented in the previous three working-level meetings and discussed future schedules.


According to the province, the proposals from the previous working-level meetings include five tasks: ▲complete release of development restriction zones ▲full delegation of release authority ▲expansion of total release volume ▲relaxation of release criteria ▲relaxation of activity restrictions.


In the 4th meeting, the system improvement proposals for each task were specified, and opinions were exchanged on ways to increase the responsibility of local governments, such as future management plans for development restriction zones by local governments.

A provincial official explained, “Among local governments belonging to small and medium-sized urban areas excluding the metropolitan area and the five major metropolitan areas, only the Changwon area in Gyeongnam has designated development restriction zones,” adding, “There are limitations to balanced urban growth and rational land use, so it is necessary to completely release development restriction zones, relax the higher-grade standards of environmental evaluations, expand the total release volume, and ease activity restrictions.”


The Ministry of Land, Infrastructure and Transport plans to collect opinions from local governments this month for system improvement of development restriction zones and revise related enforcement ordinances and administrative rules by June.


Gyeongnam, Busan, and Ulsan plan to jointly propose system improvement tasks to the Ministry of Land, Infrastructure and Transport in February and cooperate to reflect them in related legal amendments.


Ha Jongmok, Director of Planning and Coordination, said, “Please unite your efforts until the system improvement tasks for development restriction zones, which the three local governments have prepared together, lead to practical results and become the foundation for balanced national development and opening a new era of local governments.”


He added, “Let us continue to actively discover tasks that Gyeongnam, Busan, and Ulsan need to cooperate on and strive to coexist and prosper through joint cooperation rather than competition and conflict.”
