Jongno-gu Provides 100,000 KRW Heating Support for Basic Livelihood Recipients and Lower-Income Groups Jeong Munheon, Mayor of Jongno District Office

[Asia Economy Reporter Jongil Park] Jongno-gu (District Mayor Jeong Munheon) is launching emergency heating cost support for vulnerable groups struggling with the ongoing severe cold wave and high inflation.


The district plans to provide a one-time fixed payment of 100,000 KRW each to approximately 5,600 households, including basic livelihood security recipients, near-poverty groups, and single-parent families, to help stabilize the lives of low-income residents.


Additionally, various social welfare facilities such as senior centers, welfare centers, veterans’ facilities, facilities for the disabled, child facilities, and jjokbang counseling centers within the district will receive differentiated monthly support ranging from 300,000 KRW to a maximum of 500,000 KRW according to their scale to ensure timely heating operation.


In accordance with the Apartment Management Act and Seoul City Apartment Management Regulations, other district-run facilities and facilities for the disabled, which were previously excluded from support, will also receive funding secured through supplementary budgets.


Furthermore, energy vouchers for energy-vulnerable groups such as the elderly, infants, pregnant women, single parents, patients with severe illnesses, and patients with rare diseases will be doubled compared to previous amounts to provide substantial assistance.


Alongside this, Jongno-gu is deploying honorary social welfare officers in its 17 neighborhoods to identify households in crisis that fall into energy blind spots. Additionally, 100 members will be separately appointed to the ‘Jongno Crisis Household (Re-care) Monitoring Team’ to discover residents in difficulty, provide welfare information, and conduct monitoring.


District Mayor Jeong Munheon stated, “The continuous cold wave and rising heating costs have made it even harder for vulnerable groups to get through the winter. Starting with emergency heating cost support, we will closely and carefully monitor welfare blind spots to ensure all residents can safely get through this winter.”

Warm Winter Fund Donations Used for Timely Support of Near-Poverty Groups to Quickly Secure Resources



Gangnam-gu (District Mayor Jo Seongmyeong) will urgently provide 1.3988 billion KRW in heating cost support by the 9th to vulnerable groups facing increased hardship due to this winter’s record-breaking cold wave and soaring heating costs.


The district plans to quickly distribute special heating cost payments of 100,000 KRW per household to 11,004 basic livelihood security recipient households and 804 near-poverty households within the district, using a budget of 1.1808 billion KRW. In particular, for near-poverty groups who must be supported with district funds, the Warm Winter Fund donations will be used to promptly secure resources for timely support.


Moreover, to ensure that elderly residents at senior centers can stay warm without worrying about heating costs during the winter cold, the district will fully reimburse heating costs for senior centers. With a budget of 148 million KRW, the district supports heating costs up to 370,000 KRW per month for 48 district-run senior centers over eight months (January to May, October to December). Currently, the average heating cost per senior center is about 500,000 KRW, and the district plans to cover the full amount.


Additionally, 70 million KRW in emergency heating cost support will be provided to 104 welfare facilities including private and home daycare centers, Kiwoom Centers, and comprehensive social welfare centers within the district.


District Mayor Jo Seongmyeong said, “Although everyone is facing difficulties due to the strongest cold wave and soaring heating costs, we are providing emergency support to vulnerable groups who are having an especially hard winter. We hope this support helps them stay warm this winter.”
