Governor Kim Jin-tae Requests Special Cooperation in Defense Sector from Minister Lee Jong-seop
Seeking Solutions for Disposal of Unused Military Land and Adjustment of Civilian Control Line
[Asia Economy Reporter Ra Young-cheol] Gangwon Province requested the Ministry of National Defense to cooperate on maintaining private contracts and easing military facility regulations when supplying food ingredients produced in border areas to military units, and the Ministry of National Defense agreed to review these matters proactively.

The province and the Ministry of National Defense discussed maintaining the 70% grace period for private contracts beyond 2025 to alleviate concerns of farmers in border areas regarding military supply private contracts, and explored ways to utilize integrated food support centers operated by public institutions.
Regarding the delivery prices of radish and napa cabbage, which are raw materials for kimchi, direct involvement in price determination is difficult, but they agreed to find solutions such as awarding additional points to local agricultural products.
Governor Kim also explained the clause that requires prior consultation with the governor or mayor/county head when planning the disposal of unused military land.
In terms of regulatory reform when local governments promote public projects, they will consider allowing local governments priority purchase rights for unused military land, and the Ministry of National Defense will gradually increase acquisitions of land unlawfully occupied by the military by expanding budget allocation.
During this process, they promised to reduce differences in positions between the Ministry of National Defense and frontline units and support local government demands.
Although there are many issues such as mine removal related to adjustments of the civilian control line and military protection zones in border areas, they agreed to flexibly respond to regional development and development and to review the special provisions of Gangwon Special Autonomous Province to the fullest extent.
The civilian-government-military coexistence consultative body will also be revitalized as a field-centered organization to resolve issues in border areas.
Minister Lee instructed the Ministry of National Defense officials present at the discussion to review the Ministry of National Defense-related special provisions in the Gangwon Special Autonomous Province law at the bureau and department levels.
