This ordinance was amended to supplement the current inability of tenants of public rental housing to request audits, expanding the scope of protection to safeguard the rights of public housing tenants and others.
As the first amendment of its kind in local councils nationwide, it allows residents of previously discriminated public rental apartments to exercise their rightful rights, marking a significant institutional foundation for ensuring fairness.
The main contents include ▲ inclusion of public housing tenants, etc., in audit targets and audit requests ▲ establishment of a specialized auditor for apartment management ▲ introduction of confidentiality provisions.
Councilor Kim said, "Through this partial amendment, it has become institutionally possible to audit accounting fraud and other issues in public rental apartments, which have recently become a social problem," adding, "Now that the institutional foundation has been established, local governments need to make efforts to protect the rights of residents and tenants."
