Ministry of Land, Infrastructure and Transport to Launch Public Service from Noon on the 2nd
Service Scope Expansion Announced through July 2.0 Version

[Asia Economy Reporter Cha Wanyong] The ‘Safe Jeonse Application,’ which allows tenants to check necessary information when signing a Jeonse lease contract, has been launched. Market price information for multi-family and row houses, as well as small apartments with fewer than 50 households, which were previously difficult to ascertain, is now provided through the app.


The Ministry of Land, Infrastructure and Transport announced that it has promoted the development of the Safe Jeonse app as a follow-up measure to the ‘Jeonse Fraud Prevention Plan’ announced last September, and that the service will be available to the public starting at noon on the 2nd.

The newly released version contains information on multi-family and row houses, and small apartments with fewer than 50 households located in the metropolitan area. Through the 2.0 version upgrade scheduled for July, residential officetels will be added to the housing types, and the scope of market price information will be expanded to include local metropolitan cities.


In particular, market price information for newly built villas, which have been identified as major targets of Jeonse fraud, can also be checked. Since newly built villas typically take 3 to 4 months from groundbreaking to completion, and Jeonse contracts are often signed before completion, it was difficult to know the appropriate market price.


The current version provides market price information only one month after the completion of newly built houses, and in the future, version 2.0 will provide provisional market prices one month before completion and confirmed market prices one month after completion, respectively.


The Safe Jeonse app offers a self-diagnosis result indicating whether the Jeonse contract is safe by inputting additional information such as priority rights, mortgages, and Jeonse deposit based on the calculated market price.


Based on the average Jeonse price ratio and average auction winning bid ratio of the searched housing area, the app suggests a safe level of Jeonse deposit and provides an easy-to-understand graph showing the amount of potential loss if the property goes to auction.


Additionally, considering the Jeonse deposit entered by the tenant and the market price of the housing, the app also informs whether the property is eligible for HUG Jeonse Deposit Return Guarantee enrollment.


Information about the landlord can also be checked. The landlord’s past guarantee accident history, prohibition from HUG guarantee enrollment, registration as a malicious landlord (HUG-managed multi-home debtor), and landlord’s delinquency history are provided. However, the landlord’s delinquency history will be displayed on the app screen starting in July through linkage with the National Tax Service server.

The Safe Jeonse app also supports administrative information searches necessary when signing a Jeonse contract. Tenants can check whether the building is illegal by viewing the building register, and confirm the existence of priority claims, mortgages, and other settings by viewing the certified copy of the register.


In particular, when viewing the certified copy of the register, the app sends notifications via KakaoTalk to the tenant whenever the register information of the property changes over the next 2 years and 6 months.


Furthermore, to avoid risky real estate agents, the app provides functions to check the business status and registration information of licensed real estate agents, and HUG Jeonse Deposit Return Guarantee enrollment can also be applied for through the app.
