Busan City Completes Installation of 'Oncheon 2 District Excellent Retention Facility' and Begins Full Operation

Resolving Flood Risk from Heavy Rainfall to Ensure 'Citizen Safety'

Maintenance of Flood-Prone Areas from 2014 Heavy Rainfall

[Asia Economy Yeongnam Reporting Headquarters Reporter Dongguk Lee] Busan City has completed the installation project of the ‘Oncheon 2 District Stormwater Retention Facility’ in Oncheon-dong, Dongnae-gu, a flood-prone area with concerns about casualties, and has begun full-scale operation.


‘Oncheon 2 District’ experienced flooding in August 2014 due to heavy rain, causing flooding in commercial areas around Dongnae Lotte Department Store and 920 households, resulting in approximately 25.7 billion KRW in property damage.


Accordingly, under the ‘Busan City Comprehensive Plan for Natural Disaster Reduction,’ it was selected as a new district for the stormwater retention facility installation project in 2018, and the project has been underway.

Starting with excavation work in April 2020, the stormwater retention facility with a storage capacity of V=4715㎥ was completed in two and a half years, with a total project cost of 18.3 billion KRW (9.15 billion KRW from national funds and 9.15 billion KRW from city funds).


The ‘Oncheon 2 District Stormwater Retention Facility’ is designed based on Busan City’s disaster prevention performance target of a 50-year rainfall frequency (105㎜/hr), effectively preventing flooding, and it is expected to resolve flood damage for residents in low-lying areas exposed to flooding of roads, commercial areas, and houses.


A Busan City official stated, “We will steadily promote the stormwater retention facility installation project in flood-prone areas that pose risks to citizen safety according to the annual investment plan,” adding, “We will continue to expand disaster prevention projects to protect citizens’ lives and property and to create a safe Busan where people want to live again even if reborn.”
