Jungnang-gu Appoints Over 20 Building Guidance Officers, Providing Free Professional Consultations at the District Office

[Asia Economy Reporter Park Jong-il] Jungnang-gu (Mayor Ryu Gyeong-gi) is operating a free consultation service with building guidance officers to help residents easily resolve complex and difficult building-related issues.
The building guidance officers, composed of 20 members from the Jungnang-gu Architectural Society, held an appointment ceremony on the 27th and officially began their activities.
During their two-year term, the officers will be stationed at the district office to provide residents with professional and free consultations related to architecture. They will also visit construction sites requiring on-site verification to conduct guidance and inspections.
Residents can receive services through the building guidance officers including ▲consultations on the Building Act and related civil complaints ▲comprehensive advice on permits and approvals ▲consultation and correction guidance for illegal buildings ▲visual inspections of hazardous facilities and advice on repairs and reinforcements ▲prevention of safety accidents at construction sites and guidance inspections.
Consultations are held daily from 1 PM to 6 PM at the Architecture Department on the 2nd floor of the district office. For cases requiring on-site visits, prior reservations must be made through the Architecture Department.
The district expects that operating the building guidance officers will improve the quality of architectural administrative services.
Mayor Ryu Gyeong-gi of Jungnang-gu said, “Since buildings play a very significant role in determining the living environment of a city, the building guidance officers will have many roles to play over the next two years in improving the residential environment and safety of Jungnang-gu.”
He added, “I want to express my sincere gratitude and reassurance to the 20 building guidance officers who have taken on this important responsibility for the local community. The district will continue to focus on improving the residential environment and do its best to create a pleasant living environment.”
Last year, the district operated the building consultation office 239 times, handling 84 on-site civil complaints, conducting 57 site inspections, and performing 617 safety patrols of buildings, contributing to resolving residents’ concerns and creating a safe building environment.

Energy-Intensive and Sleep-Disrupting Diffuse Security Lights Replaced with Energy-Efficient LED Security Lights
Jongno-gu (Mayor Jeong Mun-heon) is accelerating the implementation of security light projects to create safe and walkable streets at night, enhancing convenience for residents and tourists.
The focus is on resolving issues caused by partial outages of security lights and light pollution, as well as installing and repairing security lights throughout the area to improve alleyway illumination.
Starting this month, maintenance work will be carried out to install new security lights and promptly repair those that are out.
The target includes approximately 9,300 security lights installed across all 17 neighborhoods. Early construction begins this month to minimize project downtime and aims to resolve about 1,400 related complaints annually by the end of the year.
From February, the district will also promote a residential light environment improvement project that replaces old diffuse security lights with long-lasting, low-maintenance LED security lights.
Diffuse security lights spread light in all directions, resulting in low energy efficiency and causing direct light pollution through residential windows, disturbing residents’ sleep.
Accordingly, the district plans to replace existing 70?100W diffuse security lights with 25W LED security lights that reduce intrusion light and effectively prevent light pollution. This replacement is expected to reduce annual power consumption by 328.5 kWh and carbon emissions by 139 kg per light, contributing to a low-carbon green city and budget savings.
Meanwhile, Jongno-gu has simplified the malfunction reporting process by using road name address plaques attached to security lights. Scanning the QR code on the plaque with a mobile phone camera immediately directs users to the reporting screen, and complaints can also be submitted instantly by sending a text message to ‘02-120’.
Mayor Jeong Mun-heon said, “We aim to systematically manage security lights illuminating Jongno’s night streets to enhance convenience for residents and tourists,” adding, “We will promote light environment improvement projects throughout the district with the goal of achieving 100% LED security light coverage.”
