[Activity] Kim Jin-bu, Chairman of Gyeongnam Provincial Council, Attends National Council of Chairpersons of City and Provincial Councils Meeting

Request to the Government for the Independence of Local Council Organization and Budget Authority

[Asia Economy Yeongnam Reporting Headquarters Reporter Song Jong-gu] On the 26th, Kim Jin-bu, Chairman of the Gyeongnam Provincial Council, attended the 1st Extraordinary Meeting of the 2023 National Association of Chairpersons of City and Provincial Councils held at Mercure Ambassador in Ulsan Metropolitan City and submitted a "Government Proposal Urging the Prompt Independence of Local Council Organization and Budget Formation Authority."

Chairman Kim Jin-bu of the Gyeongnam Provincial Council attended the 2023 1st Extraordinary Meeting of the National Council of Chairpersons of Provincial Councils held in Ulsan Metropolitan City.

Chairman Kim pointed out that although local councils have become independent institutions through the independence of personnel authority, the independence of personnel authority alone is insufficient for the principle of "checks and balances" between the executive body and the council to function fully. He included in the proposal a call for the prompt independence of local councils' organizational authority and budget formation authority to establish a practical foundation to support council activities.

On this day, Chairman Kim and the chairpersons of 17 city and provincial councils nationwide deliberated and resolved 12 agenda items, including the "Proposal to Introduce Policy Advisory Staff System for Chairpersons of Local Councils of Local Governments" to properly perform the council's key functions such as monitoring, checking, and proposing alternatives to the executive body's policies.

The National Association of Chairpersons of City and Provincial Councils is a cooperative body composed of chairpersons of 17 metropolitan councils nationwide. It engages in mutual exchange and cooperation regarding the development of local autonomy and the operation of local councils, jointly works to improve unreasonable laws and systems, and leads the advancement of decentralized autonomy.
