[Asia Economy Reporter Park Jong-il] Gwanak-gu (Mayor Park Jun-hee) will issue 14 billion KRW worth of Gwanak Love Gift Certificates starting at 10 AM on the 18th in celebration of the Lunar New Year.


Despite the government budget support for subsidizing the discount rate of Gwanak Love Gift Certificates not being decided yet, considering the high demand from residents before the holiday, Gwanak-gu and Seoul city have prioritized their budgets to issue the certificates at a 7% discount.


This issuance is expected to ease the burden on residents caused by high prices before the holiday and actively promote local consumption, thereby increasing sales for small business owners and revitalizing the local economy.


Purchasing and payment of Gwanak Love Gift Certificates are available through five apps: ‘Seoulpay+’, ‘T-money Pay’, ‘Shinhan SOL’, ‘Moneytree’, and ‘Shinhan Play’. The certificates can be used at approximately 11,700 affiliated stores within the region.


The discount purchase limit is 700,000 KRW per person, and the holding limit is 2 million KRW. The certificates are available in mobile form in units of 10,000 KRW.


Purchases can be canceled at any time regardless of the period, and refunds of the remaining balance are possible if more than 60% of the certificate has been used, excluding the 7% discount subsidy.

Meanwhile, since 2020 until last year, the district has issued a total of 135.2 billion KRW in local currency, including 123.4 billion KRW in Gwanak Love Gift Certificates and 11.8 billion KRW in special issuance certificates such as the Commercial District Recovery Special Support Gift Certificates and e-Seoul Love Gift Certificates, actively supporting the revitalization of local small businesses affected by the prolonged COVID-19 pandemic.

Gangnam-gu to Issue 13 Billion KRW Gangnam Love Gift Certificates for Lunar New Year

Issuance starts at 3 PM on the 18th... Purchasable at 7% discount up to 700,000 KRW per person



Gangnam-gu (Mayor Jo Seong-myeong) will issue 13 billion KRW worth of Gangnam Love Gift Certificates at 3 PM on the 18th to ease the economic burden caused by soaring grocery prices ahead of the Lunar New Year and to revitalize local small businesses. Each person can purchase up to 700,000 KRW per month at a 7% discount off the face value.


Purchasing and payment of the gift certificates can be made through five apps: ‘Seoulpay+’, ‘T-money Pay’, ‘Shinhan SOL’, ‘Moneytree’, and ‘Shinhan Play’. Purchases start from a minimum of 10,000 KRW in units of 10,000 KRW, with a maximum purchase limit of 700,000 KRW. Since the holding limit per person is 2 million KRW, users should check their remaining limit before purchasing.


The certificates can be used at about 20,000 Zero Pay and Seoulpay registered affiliated stores within the region. Affiliated stores can be checked on the ‘Seoulpay+’ app. By setting the current location on the app, users can view valid affiliated stores available nearby.


The usage period is five years from the purchase date, and unused certificates can be fully refunded. If 60% or more of the face value has been used, the remaining balance excluding the discount subsidy can be refunded. For more information, contact the Dasan call center (120).

‘Gwangjin Ttaenggyeoyo Gift Certificates’ offered at 15% discount, issued at 11 AM on January 17th, with monthly purchase limit of 100,000 KRW



Gwangjin-gu (Mayor Kim Kyung-ho) will issue 13 billion KRW worth of ‘Gwangjin Love Gift Certificates’ and 200 million KRW worth of ‘Gwangjin Ttaenggyeoyo Gift Certificates’ for the Lunar New Year.


The district has been issuing ‘Gwangjin Love Gift Certificates’ to alleviate residents’ grocery burdens amid soaring prices and to help revitalize local commercial districts.


The ‘Gwangjin Love Gift Certificates’ will be issued starting at 9 AM on January 18th with a 7% discount. These certificates are issued in units of 10,000 KRW, with a monthly purchase limit of 700,000 KRW per person and a maximum holding limit of 2 million KRW. The validity period is five years from the purchase date, and they can be used at about 10,000 Seoulpay Plus affiliated stores within Gwangjin-gu.


The ‘Gwangjin Ttaenggyeoyo Gift Certificates’ are exclusive certificates used on the Gwangjin-type public delivery app ‘Ttaenggyeoyo’. With over 30,000 registered users, ‘Ttaenggyeoyo’ contributes to revitalizing local small businesses by offering low brokerage fees to merchants and various discount events to residents.


The ‘Gwangjin Ttaenggyeoyo Gift Certificates’ will be issued at 11 AM on January 17th at a 15% discount. These certificates can also be purchased in units of 10,000 KRW, with a monthly purchase limit of 100,000 KRW per person. They are valid for one year from the purchase date and can be used at Gwangjin-gu affiliated stores registered on the ‘Ttaenggyeoyo’ delivery app.


Both certificates can be purchased through five apps: ▲Seoulpay+ ▲T-money Pay ▲Moneytree ▲Shinhan Play ▲Shinhan SOL.


Meanwhile, news of the issuance of ‘Gwangjin Love Gift Certificates’ can be first found on the Gwangjin-gu Office KakaoTalk channel.

Gangbuk-gu (Mayor Lee Soon-hee) announced it will issue 12 billion KRW worth of Gangbuk Love Gift Certificates to help recover the local economy depressed by the prolonged COVID-19 pandemic.


The Gangbuk Love Gift Certificates will be available for purchase at a 7% discount starting at 9 AM on the 18th. Due to delays in national government support, the first issuance discount rate is set at 7%. The total issuance amount is 12 billion KRW, and individuals can purchase the certificates in units of 10,000 KRW up to a discounted amount of 700,000 KRW per month per issuing entity. The holding limit per person is 2 million KRW.


The first issuance certificates can be purchased through five applications: ▲Seoulpay+ ▲T-money Pay ▲Shinhan SOL ▲Moneytree ▲Shinhan Play. The existing Zero Pay app will no longer support certificate purchases from the 18th but will allow usage until automatic transfer is completed. Remaining balances in the old app can be transferred to the new apps upon installation.


Additionally, the Seoulpay+ app allows purchases using Shinhan credit/debit cards besides cash. However, refunds and gifting of certificates are not possible when purchased with Shinhan cards.


Gangbuk Love Gift Certificates can be used at approximately 7,700 Seoulpay affiliated stores in Gangbuk-gu. Refunds of remaining balances are possible after using at least 60% of the face value, excluding the discount subsidy.

Dongdaemun-gu to Issue 10 Billion KRW Dongdaemun Love Gift Certificates at 7% Discount

Issuance of 10 Billion KRW Starts at 1 PM on the 18th; Purchase Limit of 700,000 KRW per Person per Month



Dongdaemun-gu (Mayor Lee Pil-hyung) will issue 10 billion KRW worth of Dongdaemun Love Gift Certificates at 1 PM on the 18th in celebration of the Lunar New Year.


Consumers can purchase the certificates at a 7% discount. The purchase limit is 700,000 KRW per person per month (actual payment 651,000 KRW), and the maximum holding limit is 2 million KRW. Additionally, a 30% income deduction is available during year-end tax settlement.


Purchasing and usage of the certificates are possible through the apps SeoulPay+ (Seoulpay Plus), T-money Pay, Shinhan SOL, Moneytree, and Shinhan Play. After downloading the apps on smartphones, users must register, verify their identity, and link a payment account to purchase certificates.


With Shinhan Card’s integration of a simple card payment system in SeoulPay+, users can register their Shinhan Card in the app for convenient purchases without additional authentication steps.


The certificates are valid for five years from the purchase date. Unused certificates can be canceled at any time after purchase. If 60% or more of the purchase amount has been used, the remaining balance excluding the discount subsidy can be refunded.


The certificates can be used at about 10,000 Seoulpay affiliated stores including supermarkets, small marts, beauty salons, kindergartens, and academies. However, large supermarkets, department stores, general and foreign language academies with annual sales over 1 billion KRW, major corporate movie theaters, and franchise direct stores of large and medium-sized companies are excluded.


Last year, Dongdaemun-gu issued local currency worth 10 billion KRW in the first half and 16.6 billion KRW in the second half to stabilize prices and promote consumption for local economic revitalization.


Lee Pil-hyung, Mayor of Dongdaemun-gu, said, “The Dongdaemun Love Gift Certificates, which received great support last year, will be issued at a scale of 10 billion KRW for the Lunar New Year,” adding, “We hope this issuance will help revitalize the local economy affected by the prolonged COVID-19 pandemic, and we will strive to strengthen management of affiliated stores and expand new affiliates to ensure smooth usage.”

Guro-gu to Issue 11 Billion KRW ‘Guro Love Gift Certificates’

Issuance Starts at 5 PM on the 18th... Purchasable up to 700,000 KRW via Cash or Card through Five Apps

Guro-gu (Mayor Moon Heon-il) will issue 11 billion KRW worth of ‘Guro Love Gift Certificates’ on the 18th.


Guro-gu stated on the 16th, “To boost residents’ purchasing power and revitalize the local economy ahead of the Lunar New Year, we will sell the local currency ‘Guro Love Gift Certificates.’”


The ‘Guro Love Gift Certificates’ are mobile certificates linked with Seoulpay Plus (Shinhan Card) and can be used at 9,898 affiliated stores within the district, excluding department stores and large supermarkets.


The certificates can be purchased at a 7% discount up to 700,000 KRW per person per month, with a maximum holding limit of 2 million KRW. The validity period is five years from the purchase date.


Purchases start at 5 PM on the 18th and can be made in units of 10,000 KRW via cash or Shinhan Card through five apps: Seoulpay Plus (SeoulPay+), Shinhan Play (Shinhan pLay), Shinhan SOL, T-money Pay, and Moneytree.


Payments made with the gift certificates are eligible for a 30% income deduction during year-end tax settlement.


A Guro-gu official said, “The gift certificates issued for the upcoming Lunar New Year will bring vitality to the local economy,” adding, “We will continue to do our best to prepare various support measures for residents and small business owners to coexist.”

Seongbuk Love Gift Certificates Worth 10 Billion KRW to be Issued on the 19th for Lunar New Year

Seongbuk-gu to Issue 10 Billion KRW Seongbuk Love Gift Certificates at 10 AM on the 19th



Seongbuk-gu (Mayor Lee Seung-ro) will issue the first batch of 2023 ‘Seongbuk Love Gift Certificates’ worth 10 billion KRW at 10 AM on the 19th. This is to promote coexistence between local small business owners and consumers who are struggling due to economic downturn and high prices ahead of the holiday.


Starting with this first issuance of 10 billion KRW, the district plans to issue a total of 50 billion KRW worth of gift certificates throughout the year.


Seongbuk Love Gift Certificates began issuance in 2020 during the height of COVID-19, playing a vital role in revitalizing the frozen local commercial districts and quickly selling out upon release. Demand has recently increased further due to high prices.


A Seongbuk resident who heard about the issuance said, “With food prices rising so much these days, I was hesitant to go shopping for the holiday, but knowing the gift certificates will be available before Lunar New Year has eased my burden. I’m waiting to shop using the certificates,” expressing positive feedback.

Consumers can purchase the certificates at a 7% discount off the face value, up to 700,000 KRW per person.


Seongbuk Love Gift Certificates can be purchased by anyone regardless of residence through five payment apps: ▲Seoulpay+ ▲Moneytree ▲T-money Pay ▲Shinhan SOL, etc. The holding limit is 2 million KRW per person, and the certificates can be used at affiliated stores within Seongbuk-gu.


Mayor Lee Seung-ro said, “Seongbuk Love Gift Certificates act as a lubricant for revitalizing the depressed local economy,” adding, “We hope this issuance will help consumers reduce their price burdens and bring vitality back to the market so that everyone can enjoy a joyful Lunar New Year.”
