Gangseo-gu Announces '2023 Changes in District Administration,' Selecting 37 Projects Across 4 Major Areas

[Asia Economy Reporter Park Jong-il] Seoul’s Gangseo-gu (Mayor Kim Tae-woo) has announced the '2023 Changes in Gangseo District Administration,' compiling newly introduced and modified policies for the Year of the Black Rabbit, 2023.


The announcement aims to select and publicize projects closely related to residents' daily lives that are helpful to know in advance, encouraging residents' interest and participation in district administration and strengthening proactive communication governance.


The released materials include a total of 37 projects across four major areas: 6 in culture and education, 11 in welfare and health, 10 in economy and residents' life, and 10 in safety and environment. Especially, many projects with high resident impact will be promoted in the culture, education, welfare, and health sectors.


Culture and Education Sector: Operation of Gangseo Artium, Yeomchang Neighborhood Park Multipurpose Gymnasium, Gangseo Astronomical Science Museum, and Construction of New Media (SNS) Industry Support Center


Gangseo Artium, which will lead a culture and arts-rich Gangseo, is scheduled to open in May.


Serving as a hub for balanced cultural development in Gangseo-gu, Gangseo Artium is set to open in May. Located at 379-68 Hwagok-dong, it is a building with 2 basement levels and 5 floors above ground. The 215-seat performance hall equipped with the latest sound systems will host various planned performances including classical and fusion Korean traditional music. The gallery and practice rooms will offer programs to satisfy local residents' interests and learning desires. Gangseo Artium plans to expand residents' opportunities to enjoy culture through diverse and high-quality performances and programs.


A multipurpose gymnasium for residents' leisure activities and health promotion will be newly established within Yeomchang Neighborhood Park.


The multipurpose gymnasium under construction in Yeomchang Neighborhood Park at San 30-66 Yeomchang-dong is progressing smoothly with a target opening in June. The gymnasium, equipped with sports facilities and showers, will operate various community sports programs and provide residents with a comfortable and safe exercise environment through professional and systematic facility management.


A new Astronomical Science Museum, an educational and experiential space to inspire curiosity about space among children and youth, will open.


The Astronomical Science Museum, located within Banghwa Neighborhood Park with 1 basement and 2 floors above ground, will feature various exhibition and experience spaces welcoming children and youth. The 70-seat planetarium will allow visitors to observe beautiful constellations and the mysterious universe through a dome screen. The museum is scheduled to open in July.


A New Media (SNS) Industry Support Center will be constructed to lead the new media industry, create jobs, and revitalize the local economy.


The media hub space 'New Media (SNS) Industry Support Center' will be built. Equipped with a one-person media room and a visible radio studio, the center will support customized professional education and content creation activities for media users, invigorating the local media culture.

Welfare and Health Sector: Expansion of Our Neighborhood Care Centers, Implementation of Gangseo-style Postpartum Care Cost Support Project, Operation of 24-hour Welfare Counseling Call Center


With the increase in dual-income households, Our Neighborhood Care Centers for children needing care will expand to 7 locations, and with parental allowance support and Gangseo-style postpartum care cost support, Gangseo will become a better place to raise children.


Our Neighborhood Care Centers for children aged 6 to 12 who need care will expand from 5 to 7 locations. The 6th center in Hwagok 8-dong will open in January, and the 7th center in Hwagok 3-dong is scheduled to open in September. Dual-income families needing care can use the centers regardless of income, paying a monthly fee of 50,000 KRW to receive care services including care, cultural and artistic programs, and snacks.


Additionally, to reduce the economic burden on parents of infants (0-1 years), parental allowance will replace the existing infant allowance. Parents of 0-year-olds will receive 700,000 KRW per month, and parents of 1-year-olds will receive 350,000 KRW per month. When using daycare centers, 0-year-old parents can receive the difference of about 200,000 KRW in cash after deducting the childcare voucher amount from the 700,000 KRW.


All mothers residing in Gangseo-gu will receive 300,000 KRW postpartum care cost support to help them recover health stably after childbirth. Mothers who have lived in Gangseo-gu for more than 6 months as of the birth date will receive 300,000 KRW regardless of income level.


A 24-hour welfare counseling call center will operate to realize happy companionship with socially vulnerable groups such as the underprivileged.


Due to continuous safety accidents among vulnerable groups, the welfare counseling call center will operate 24 hours to discover welfare blind spots and strengthen support. Counseling is available anytime regarding public benefits (National Basic Livelihood Security, Seoul-type Basic Livelihood Security), emergency welfare (national emergency welfare, Seoul-type emergency welfare, Gangseo-type emergency relief), and public services (Care SOS project).


Economy and Residents' Life Sector: Specialized Training for Security Screening Personnel for Airports and National Key Facilities Tailored to Local Characteristics, Creation of Smart Mobility Usage Environment, Operation of Mobile Civil Complaint Unit, 'Wheel-equipped Gangseo TV' Bus Broadcast of District News


Utilizing the local characteristics of Gangseo-gu, where Gimpo Airport is located, specialized training for security screening personnel for airports and national key facilities will be conducted, and the function of the job center will be strengthened to create jobs.


Specialized training will be provided to Gangseo-gu youth interested in airport security screening jobs, and connections with companies will be made to facilitate employment in security firms after completion. Continuous employment information and job placement will be provided to the unemployed to create youth jobs.


The job center function will be enhanced to provide customized jobs to job seekers and enable companies to hire needed talent promptly. The 'Visiting Job Discovery Team' will operate for job discovery and one-on-one customized employment counseling, and employment events such as job fairs, job matching days, and 'Gangchu Day' will be further activated to create a good environment for working and business.


Efforts will be made to create a safe environment for using smart mobility.


To prevent collisions and inconvenience caused by illegal parking of electric kickboards and other smart mobility devices on sidewalks, parking zones will be installed at 10 locations near subway stations. Safety education will also be provided to users to foster a healthy usage culture of smart mobility.


The 'OK! Hongbanjang Mobile Civil Complaint Unit' will operate to help resolve residential inconveniences that are difficult to solve alone.


The 'OK! Hongbanjang Mobile Civil Complaint Unit,' which visits and resolves small but difficult-to-solve residential inconveniences, will operate from April. The unit provides repair and replacement services in electrical areas such as fluorescent lights, outlets, and wiring, and in plumbing areas such as faucets, washbasins, and sinks, targeting socially vulnerable groups.


'Wheel-equipped Gangseo TV,' a bus-based district news broadcast, and 'District News Text Alert Service' will be implemented to quickly and accurately deliver useful living information and district news to residents.


IPTV will be installed on village buses with many passengers to rapidly broadcast various living information and district news. Additionally, the 'District News Text Alert Service' will be implemented to promptly inform residents about district projects, increasing accessibility and participation.


Safety and Environment Sector: Operation of Electric Vehicle Charging Smart Management System, Creation of Eco-friendly Loess Paths and Acupressure Spaces, Development of Barrier-free Forest Trails


An electric vehicle charging smart management system using IoT and AI will be installed to resolve residents' inconveniences such as charging difficulties and fire concerns.


This year, additional electric vehicle charging stations will be installed at five public parking lots in the area, and management and monitoring of charging zones will be conducted to alleviate residents' inconveniences. Advanced technologies such as the Internet of Things (IoT) and Artificial Intelligence (AI) will recognize vehicles entering the charging zones and verify registration status in real-time by linking with the Ministry of Environment database. If a non-electric vehicle enters, warning lights will sound and voice alerts will be issued. CCTV will continuously monitor the charging zones to resolve inconveniences such as charging difficulties and fire concerns.


Eco-friendly loess paths and acupressure spaces for barefoot walking will be created in Banghwa Neighborhood Park, and barrier-free forest trails will be developed on Bongje Mountain to help residents improve their health.


In Banghwa Neighborhood Park, popular for walking and exercise, a circular eco-friendly loess path and loess ball acupressure space for barefoot walking will be created. On Bongje Mountain, barrier-free forest trails with gentle slopes will be developed so that walking-vulnerable groups such as pregnant women, seniors, and people with disabilities can use the trails comfortably. Various healing experience spaces and healthy walking environments will be created to promote residents' health.


Additionally, the district plans to provide high-quality administrative services closely related to residents' lives, such as operating the ecology-specialized library 'Bongje Mountain Book Resting Place,' the 'Gangseo Youth Nest' project supporting low-income youth, and adoption fee support for abandoned and lost animals.
