Launch of Service for Flood Damage Cause Analysis and Countermeasure Establishment to Prevent Recurrence of Flood Damage
Complete Survey of Flooded Households and Drainage Facilities Due to Last August's Heavy Rain
Creating a Safe Yeongdeungpo Free from Flood Disasters
[Asia Economy Reporter Park Jong-il] Yeongdeungpo-gu (Mayor Choi Ho-kwon) announced that it has launched a “Flood Cause Analysis and Countermeasure Establishment Service” to prevent human and property damage caused by heavy rain.
Last August, sudden heavy rain exceeding 110mm per hour flooded about 5,100 households including residences and commercial buildings in Yeongdeungpo-gu. Particularly, the damage was severe in Daerim-dong and Singil-dong near Dorimcheon and Daebangcheon streams.
The district plans to conduct a complete survey of flooded households and investigate sewage pipelines and drainage facilities within the area as part of this service. Based on this, it will thoroughly analyze the causes of flooding and establish short- and long-term improvement measures, focusing all efforts on preventing recurrence of flooding.
In particular, this service reflects the Seoul Metropolitan Government’s ongoing plan to install a deep rainwater drainage facility in Dorimcheon and applies enhanced disaster prevention performance goals.
Choi Ho-kwon, Mayor of Yeongdeungpo-gu, stated, “Through a complete survey of flooded households, we plan to install water barriers and backflow prevention devices for each household before this year’s rainy season,” adding, “We will do our best to create a safe Yeongdeungpo by preventing flood recurrence.”

Floor Maintenance Including Replacement of Masato Soil and Installation of Artificial Turf, Repair of Convenience Facilities and Drainage
Guro-gu (Mayor Moon Heon-il) has renovated badminton courts in the district.
The district announced on the 9th, “We are carrying out improvement projects for sports facilities in the area to promote community sports,” adding, “As part of this, we completed the renovation of badminton courts in neighborhood parks at the end of last year.”
The three badminton courts located in Gocheok Neighborhood Park and Onsu Neighborhood Park had aged facilities that required improvements for residents’ convenience and safety. Accordingly, the district undertook repairs reflecting residents’ needs.
First, the badminton court in Gocheok Neighborhood Park had its old masato soil and line belts replaced, and convenience facilities such as lockers and pergola windbreaks were repaired.
Additionally, the outdoor badminton court in the Jatjeol district of Onsu Neighborhood Park had its masato soil flooring replaced with artificial turf and a fence installed for safety. The Osu badminton court also had its masato soil replaced with artificial turf and drainage channels repaired.
A Guro-gu official said, “We expect residents to enjoy sports activities in a safer and more pleasant environment thanks to this badminton court renovation,” and added, “We will continue to do our best to provide spaces where residents can spend their leisure time.”
Meanwhile, the district is also focusing on managing sports facilities to promote community sports, having completed detailed design last year for the renovation of a foot volleyball court in Anyangcheon and starting construction this year aiming for completion in the first half.
Mapo-gu Successfully Operates ‘Hotddul Hotddul Seoul Early Childhood Sports Team’ to Build Lifelong Sports Foundation
Mapo-gu (Mayor Park Kang-soo) announced that through the operation of the ‘Hotddul Hotddul Seoul Early Childhood Sports Team,’ it has achieved satisfaction not only among participating young children but also childcare and private sports facilities.
The ‘Hotddul Hotddul Seoul Early Childhood Sports Team’ is a project that links local childcare and sports facilities to form a sports team for children aged 3 to 5, providing regular and systematic physical activities. Its purpose is to lay the foundation for ‘lifelong sports’ that continue into adulthood through early childhood physical activity experiences.
Mapo-gu was selected as a pilot district through a Seoul city public contest in 2022 and operated the early childhood sports team for about 10 months from mid-March to December last year.
At outdoor sports facilities where children can freely run and play, a total of 19 daycare centers and kindergartens in the district, with 658 children, participated once a week in various play sports using playground equipment and futsal classes.
The district made efforts to provide diverse programs and facilities and maximize project efficiency. To ensure successful operation, it frequently visited educational sites and held meetings with childcare and sports facility officials to listen to difficulties and gather broad opinions to seek efficient operation methods.
During the hot summer months of July and August and the cold winter month of December, activities were held at the Mapo-gu Citizens Sports Center’s multipurpose gymnasium to create a safe environment for children to exercise, with one professional instructor and one assistant instructor assigned to enhance the quality of educational services.
A childcare facility official evaluated, “It was very helpful in supplementing children’s reduced physical activity and supporting growth and development amid environmental changes such as COVID-19.”
Park Kang-soo, Mayor of Mapo-gu, said, “We plan to continuously introduce various programs that reduce parents’ childcare burdens and allow children to enjoy physical activities,” adding, “Mapo-gu will actively create a quality sports environment where people from children to adults can freely engage in sports to build a lifelong sports foundation.”
Meanwhile, Seoul held a ‘Hotddul Hotddul Seoul Early Childhood Sports Team Project Briefing’ for autonomous districts on December 14 last year, providing explanations for the 2023 project and gathering opinions from each district. Mapo-gu plans to apply again this year, carefully reviewing improvements and support measures based on last year’s pilot operation results to actively reflect them in this year’s project.
Colorful Records ‘Blooming with Flowers, Jung-gu’ Published
Jung-gu, Seoul (Mayor Kim Gil-seong) has compiled records of cultivating urban gardens throughout the four seasons and creating diverse flower paths into a book titled ‘Blooming with Flowers, Jung-gu.’
Although Jung-gu has limited green space, it has created nature-friendly spaces where high-rise building forests and tree forests coexist in the city. It has transformed even small leftover plots in neighborhoods into green spaces.
As a result, Jung-gu boasts ‘7 Famous Flower Paths.’ Roses, tulips, hydrangeas, and lilies forming green belts along streets such as Toegye-ro and Dongho-ro captivate people’s attention, offering moments of rest that focus on the ‘here and now.’
Last winter, tulips planted throughout Jung-gu, including the Dasan-dong village yard, are expected to bloom first in Seoul this April, acting as heralds of spring.
The booklet ‘Blooming with Flowers, Jung-gu’ is composed of 17 themes including newly renovated parks, pocket gardens, rooftop greening, and flower path creation from last year. It includes photos and brief explanations for better understanding.
Each of the 65 pages unfolds flowers and greenery imbued with the season’s atmosphere. It is enjoyable to see how dull and dark spaces are vividly transformed as if touched by the ‘Midas touch.’
The 300 copies produced will be placed in community centers, libraries, and senior centers. The booklet is also available as an e-book by searching ‘Blooming with Flowers’ on the Jung-gu website.
Mayor Kim Gil-seong said, “The efforts to expand green areas and provide small resting spaces for residents in the old city center are fully reflected in this book,” adding, “This year, we will continue to plant abundant flowers and trees at every street corner so that forests, people, and buildings coexist harmoniously.”
