"Establishment of Maintenance Plan Based on Resident Proposals"

[Asia Economy Reporter Noh Kyung-jo] The Sanggye-dong Jugong 6 Complex in Nowon-gu, Seoul, has passed the safety inspection, putting it on the main track for reconstruction projects following the Jugong 8 and 5 Complexes in the area.
According to the maintenance industry on the 6th, the Sanggye Jugong 6 Complex was notified of the reconstruction confirmation (Grade E, 44.42 points) by Nowon-gu Office on the same day. This comes about 1 year and 9 months after receiving a conditional reconstruction judgment (Grade D, 54.14 points) in the first detailed safety inspection in April 2021. This result reflects the retroactive application of the government's reconstruction safety inspection rationalization plan announced last month ahead of the public institution's adequacy review (second safety inspection).
The rationalization plan, implemented from the 5th of this month, lowered the weight of the structural safety score in the safety inspection evaluation criteria from 50% to 30%, while increasing the weights for residential environment and building finishing & equipment aging from 15% to 30% and 25% to 30%, respectively. Additionally, the conditional reconstruction score range was adjusted from the previous 30 points over to 55 points or less to a new range of over 45 points to 55 points or less, increasing the number of complexes eligible for immediate reconstruction (45 points or less).
The Sanggye Jugong 6 Complex Reconstruction Preliminary Promotion Committee stated, "After the announcement of the new safety inspection standards, we expected to be classified as a complex eligible for reconstruction without an adequacy review," adding, "We plan to establish the maintenance plan through a resident proposal method."
The Sanggye Jugong 6 Complex was completed in 1988 and is now in its 36th year. It consists of 28 buildings with up to 15 floors above ground and 2,646 households, mostly small-sized units ranging from 45 to 80 square meters in exclusive area. It is accelerating reconstruction following the Jugong 8 Complex (Foretna Nowon), which was the first to complete reconstruction in Sanggye-dong, and the Jugong 5 Complex, which is about to select a construction company.
However, some in the industry believe that since the Sanggye Jugong 6 Complex has a large number of households and a floor area ratio of 193%, which is already quite high, it may take considerable time from a business feasibility perspective.
A construction industry official said, "Usually, a floor area ratio of around 150% is considered feasible for a project, and when it approaches 200%, we sometimes consider whether remodeling might be better," adding, "Complexes in the Nowon and Dobong-gu areas generally have high floor area ratios."
