The province broke away from the conventional practice of filling positions based on existing job series and boldly selected public officials deemed to have the ability and aptitude for the respective positions.

By promoting the selection of key manager-level positions following the organizational restructuring and regular appointments of bureau chiefs, the province has laid the groundwork to realize Governor Kim Dong-yeon's vision of making 2023 the inaugural year of the Opportunity Gyeonggi.
The province plans to announce personnel appointments for the selected department heads around the 10th.
Earlier, on December 20 last year, Governor Kim Dong-yeon revealed plans for public recruitment of key departments during the fourth special lecture of the 'Opportunity Gyeonggi Innovation Forum - Gyeongbasi (Time to Change Gyeonggi Province)'.
At that time, Governor Kim said, "(Through organizational restructuring, several departments will be newly established) I am considering accepting applications or hopes from some managers and team leaders within the organization," and promised, "I will review ways to involve many employees who are eager to take on the work and who have often thought about and felt rewarded by the tasks that Gyeonggi Province prioritizes."
Accordingly, the province conducted public recruitment for 17 key positions at the grade 4 manager level over two days, December 26 and 27 last year.
The province plans to build an organization capable of strongly and efficiently implementing the key policies of the 8th local government through merit-based, right-person-right-position appointments in the upcoming personnel changes for grade 5 team leaders and grade 6 and below staff.
