Suwon City to Ease Conditions for Construction Companies Participating in Public Bidding Real Condition Survey Suwon City Hall

[Asia Economy (Suwon) = Reporter Lee Young-gyu] Suwon City in Gyeonggi Province is improving the investigation criteria for construction companies to establish a fair and sound construction culture.


On the 5th, Suwon City announced that it will conduct the "2023 Public Bidding Participation Construction Company Preliminary Investigation" targeting projects with construction amounts between 80 million KRW and 200 million KRW, which are bid by the head office and business offices this year.


For construction companies outside the jurisdiction among the investigation targets, the city will request investigations from the respective cities or counties. Construction companies that have participated in and been investigated in public bids conducted by Suwon City, Gyeonggi Province, the Ministry of Land, Infrastructure and Transport, and affiliated organizations within the last six months will be exempted.


This is a significantly relaxed measure compared to last year. This year’s investigation set the target based on a construction amount of 50 million KRW. For investigations conducted by Suwon City, exemption was granted for four months only.


The investigation will be conducted by combining document and on-site inspections to verify whether technicians hold certifications, whether real estate assets and tangible assets are substantial, and whether offices are actually operating, thereby confirming whether the construction business registration criteria are practically met.


If violations are detected, the city will impose administrative sanctions such as business suspension for 4 to 6 months, and if registration criteria violations are confirmed as of the announcement date, the company will be excluded from bidding.


In the future, Suwon City plans to post related investigation notices when announcing bids for specialized construction work.


A city official emphasized, "It is a serious illegal act that unqualified construction businesses without construction capability win construction contracts, threatening safety. Through crackdowns, we will protect the bidding opportunities of legitimate construction companies and establish a fair construction culture."
