Selection of Heads for 8 Major Departments Through Internal Recruitment
[Asia Economy Reporter Cha Wanyong] Korea Land and Housing Corporation (LH) has launched organizational innovation by establishing the National Housing Innovation Office directly under the president as a control tower for improving the quality of rental housing, and selecting department heads through personnel verification.
On the 4th, LH announced that it had implemented an organizational restructuring reflecting the LH innovation plan announced last year and, as a follow-up measure, carried out promotions and appointments for department heads (level 1) at headquarters, regional offices, and business divisions.
Regarding this organizational restructuring, LH explained that the goal is to create policy outcomes and restore public trust by fulfilling its original role, executing effective innovation, and establishing a sustainable management foundation.
First, LH established the National Housing Innovation Office directly under the president as a control tower to realize zero inter-floor noise apartments, improve rental housing quality, and implement a system of transportation first, then move-in. To support this, the Customer Quality Innovation Department and Transportation Planning Department were newly created to build the organizational structure.
Going forward, the National Housing Innovation Office will oversee the implementation of related policies by reflecting various public demands such as collecting opinions from residents and the public, enhancing inter-floor noise and housing quality, and establishing a transportation-first system.
Additionally, focusing on public services, the order of headquarters divisions was adjusted to arrange Housing Welfare, Land and Urban, Public Housing, Regional Balance, Construction Safety, and Fair Management in sequence. Previously, the order was Fair Management, Housing Welfare, Land and Urban, Public Housing, Regional Balance, and Construction Safety.
For the Seoul metropolitan area, which accounts for a large portion of project costs and volume, the jurisdiction of regional organizations was adjusted by administrative district units to improve project efficiency and enhance accessibility for rental housing residents and compensation customers.
The Seoul Regional Headquarters was reorganized by integrating with the Seoul Metropolitan Urban Maintenance Headquarters to focus on urban maintenance and housing welfare in the Seoul area, and the extensive jurisdiction of the Gyeonggi Regional Headquarters was divided into southern and northern Gyeonggi regions.
Along with this organizational restructuring, LH also conducted a large-scale personnel reshuffle to further consolidate organizational capabilities. To realize integrity and fair management, a separate personnel verification was conducted, including deliberation by the Real Estate Integrity Verification Committee for levels 1 and 2 before personnel implementation.
In particular, eight key department heads, including the Housing Welfare Planning Department Head and Land and Urban Planning Department Head, were selected through internal recruitment.
Furthermore, the Audit Office Director and Transportation Planning Department Head positions are operated as open positions to establish a transparent audit system and supplement expertise.
LH President Lee Han-jun stated, “Going forward, LH will continue to focus on its original role for the public and pursue various changes and innovations to provide high-quality cities and housing.”
