[Asia Economy Reporter Park Jong-il] Seongdong-gu (Mayor Jung Won-oh) has completed the construction of the Seongdong-type Data Platform based on a data lake (data repository) to activate data-driven administration by supporting accurate and continuous updates of district data.


The ‘Seongdong-type Data Platform’ refers to a metadata (data about data)-based management system for accurate and rapid updating of all data related to Seongdong-gu.


The platform includes not only district administrative status data but also data from other institutions such as the Public Data Portal, National Statistical Portal, and Seoul Open Data Plaza.


Specifically, a total of 733 types of data have been established, including ▲park and green space status ▲public Wi-Fi installation status ▲illegal building status ▲maintenance project status ▲information on frequent child pedestrian accident areas, among others.


Additionally, to establish a system for checking data in emergency situations such as the October 29 Itaewon tragedy involving population density, the platform links real-time floating population data from Seoul City, enabling immediate confirmation of real-time population status at major local points such as Seongsu-dong Cafe Street, Wangsimni Station, and Seoul Forest Park.


Through this system construction, rapid updating of district administrative status data is supported, and by providing various classification systems, employees can easily utilize customized data when implementing policies. Furthermore, simple repetitive tasks in the data registration and modification process are automated, enhancing efficiency in continuous data updating.


In particular, integrating internal data scattered across departments maximizes administrative efficiency and is expected to realize data-driven administration by improving interdepartmental collaboration environments.


The district plans to promote real-time linkage with higher-level institutions through the ‘Seongdong Data Platform’ in the future. It also plans to produce high-quality Seongdong data, open it to residents to increase trust in the district, and activate joint data utilization.


Jung Won-oh, Mayor of Seongdong-gu, stated, “With the construction of the Seongdong-type Data Platform, all employees will be able to use data accurately and quickly, thereby improving administrative efficiency,” and added, “We will lay the foundation for implementing a digital platform government and carry out effective policies based on data-driven administration.”

Construction Starts on Seoul-type Kids Cafe 2nd Branch at Konkuk University Entrance Station’s Zaiela

Scheduled to Open at the End of March, Indoor Play Space to Enjoy Freely at Low Cost

Gwangjin-gu (Mayor Kim Kyung-ho) is establishing the 2nd branch of ‘Kkumipangpang Kids Cafe’ in Jayang 4-dong, a place where children can run and play freely.


‘Kkumipangpang Kids Cafe’ is a Seoul-type kids cafe created by Seoul City to provide professional and safe play and care services at an affordable cost by installing children’s play equipment indoors as a public indoor playground in Gwangjin-gu.


Since last year, Gwangjin-gu has been operating the 1st branch of ‘Kkumipangpang Kids Cafe’ on the 3rd floor of the Gwangjin-gu Childcare Support Center in Junggok 3-dong, covering an area of 442㎡.


For the opening of the 2nd branch, construction began on the 28th aiming for completion by the end of March this year. The location is the 3rd floor of Zaiela at Konkuk University Entrance Station (87 Neungdong-ro), and an indoor play space of 464㎡ will be established.


The 2nd branch focuses on space design that can stimulate the interest of infants and toddlers. Taking advantage of the geographical benefit of being adjacent to the Han River, the design concept ‘Let’s Play at the Han River!’ was devised, emphasizing active play equipment facilities.


It offers unique play equipment such as 3D sketches and story walls, and dynamic physical play spaces differentiated from existing facilities like cloud bridges and camping courses.


In addition to the play space, auxiliary facilities such as a lounge, nursing room, and lockers will be provided to create a pleasant resting place for both children and parents.


The target users are preschool children aged 24 months and older and their guardians, who can use the space freely for 2 hours at a cost of 2,000 KRW.


Kim Kyung-ho, Mayor of Gwangjin-gu, said, “We have started construction of the 2nd branch to create a play space where children can run and play freely without financial burden on parents,” and added, “We will expand Seoul-type kids cafes to make Gwangjin a great place to raise children.”


Besides the 2nd branch, the district plans to open a 3rd kids cafe with an area of approximately 649㎡ in Gwangjang-dong, aiming for completion in 2025.

Gangbuk-gu Launches 1st Small and Medium Enterprise Development Fund Loan Support ? Up to 150 Million KRW


Gangbuk-gu (Mayor Lee Soon-hee) is promoting the ‘2023 1st Small and Medium Enterprise Development Fund Loan Support Project’ targeting small and medium enterprises and small business owners in the region.


The ‘Gangbuk-gu Small and Medium Enterprise Development Fund Loan Support Project’ is a program that loans facility and operating funds to small business owners and others in the region using the district’s own budget for the SME Development Fund.


In 2023, Gangbuk-gu expanded the types of loan collateral available to small business owners from real estate collateral to include credit guarantee certificates. Eligible applicants are small and medium enterprises or small business owners operating businesses in Gangbuk-gu who have collateral capability according to bank credit regulations. However, industries such as tobacco, alcoholic beverages, precious metals, bars, finance, and real estate are excluded from eligibility.


The district plans to apply an annual interest rate of 0.8% temporarily in 2023, down from the usual 1.5%, with a condition of 1-year grace period and 4-year equal installment repayment, providing loans up to 150 million KRW per company (50 million KRW for credit guarantee collateral).


Support decisions will be finalized through the review of the Gangbuk-gu SME Development Fund Operation Deliberation Committee, and loan amounts may be adjusted within the collateral evaluation amount or applicants may be excluded based on the review results.


Applicants can apply at the Regional Economy Division on the 6th floor of Gangbuk-gu Office from the 9th to the 27th. Before applying, they must complete the collateral evaluation confirmation process at Shinhan Bank Gangbuk-gu Office branch by January 19.


Required documents include loan application form, business plan, copy of business registration certificate, corporate registration certificate, national and local tax payment certificates, and VAT taxable standard certificate, which can be checked on the Gangbuk-gu website. Gwanak-gu Raises Veterans’ Honor Allowance from 40,000 KRW to 50,000 KRW


Gwanak-gu (Mayor Park Jun-hee) is increasing the veterans’ honor allowance paid to national veterans who sacrificed and contributed to the country from 40,000 KRW to 50,000 KRW per month starting this month.


The payment target will also be expanded to further strengthen honor and support.


The district enacted the ‘Ordinance on the Honor and Support for National Veterans of Gwanak-gu, Seoul’ in 2018 to establish a legal basis for the veterans’ honor allowance support, and began paying 20,000 KRW monthly in 2019 and 40,000 KRW in 2022.


In 2023, the budget for supporting national veterans was increased by 1.7 billion KRW compared to 2022, totaling 2.9 billion KRW. Additionally, about 2,100 recipients of the Seoul City Veterans’ Honor Allowance, who were previously excluded from Gwanak-gu’s honor allowance payment, will now be included, resulting in a total of about 4,400 people receiving 50,000 KRW monthly.


The approximately 2,100 Seoul City Veterans’ Honor Allowance recipients will receive the allowance without a separate application process to facilitate convenience. However, those newly wishing to receive the allowance due to reasons such as moving in must visit their local community service center with their national merit certificate and bankbook copy to apply.


The district will continue to pay consolation money of 20,000 KRW during Lunar New Year, Chuseok holidays, and National Veterans Month, as well as death condolence money of 200,000 KRW to bereaved families upon the death of national veterans, maintaining respect for national veterans.


A district official said, “Honoring national veterans who sacrificed and contributed to the country is a natural duty,” and added, “We will do our best to improve the welfare of national veterans.”
