[Namwon=Asia Economy Honam Reporting Headquarters Reporter Jeong Young-kwon] Namwon City, Jeonbuk Province, announced on the 2nd that it will implement the "4th Seasonal Fine Dust Management System," which promotes strengthened reduction measures until March, when high concentrations of fine dust frequently occur.
The seasonal management system is a system that implements strengthened fine dust emission reduction and management measures from December to March of the following year, when fine dust concentrations are 1.4 to 1.8 times higher than usual.
The city plans to focus on implementing 10 detailed measures in three sectors: transportation, daily life, and industry during this seasonal management period.
Key measures in the transportation sector include restricting the operation of grade 5 vehicles during high concentration periods, expanding support for emission reduction projects for operating vehicles, special crackdowns on emission and idling restricted areas, strengthening management of intensive control roads, and expanding electric vehicle charging infrastructure.
The operation restriction is not a constant crackdown but limits the operation of non-low-emission grade 5 vehicles when Jeollabuk-do issues an emergency fine dust reduction measure. Violations will result in a fine of up to 100,000 KRW per day.
Additionally, the early scrappage support target will be expanded from grade 5 old diesel vehicles to grade 4 diesel vehicles and construction machinery such as forklifts and excavators.
In the daily life sector, the city will promote concentrated collection of agricultural waste, expand six joint collection centers, intensify crackdowns on illegal burning, distribute 210 eco-friendly boilers for households, and conduct special inspections of indoor air quality and 101 fine dust rest areas in multi-use facilities.
In the industrial sector, the city plans to implement leading special measures in each field, such as continuous prevention monitoring of illegal environmental pollution activities using private environmental monitors and special inspections of workplaces generating air and scattered dust.
Jang Hee-jun, head of the city's Environment Division, said, "The air environment will noticeably improve through small practices in citizens' daily lives," and added, "Since this is a matter directly related to citizens' health, we will continue to do our best to reduce fine dust."
Meanwhile, the city was selected as "No. 1 in Jeollabuk-do Fine Dust Seasonal Management System Evaluation" for two consecutive years and "Excellent City/County in Jeollabuk-do Fine Dust Reduction" in 2022.
