An Administrative Expert with Unmatched Passion and Spirit of Challenge, a Role Model for Juniors

[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Wook] Jo Hyun-chul, Director of the Administrative Welfare Bureau of Changnyeong-gun, Gyeongnam, honorably concluded his 31 years of public service and retired with a merit leave.


Director Jo began his public service career in 1992 as an administrative officer in Daehap-myeon, Changnyeong-gun, gaining diverse administrative experience in Changnyeong-eup, Goam-myeon, the Planning and Audit Office, the Autonomous Administration Division, and the Construction Division.


In 2015, he was promoted to Local Administrative Officer and served as Director of the Upo Wetland Management Office, Seongsan-myeon Chief, Director of the Culture and Sports Division, and Director of the Ecotourism Division. In 2021, recognized for his administrative capabilities, he was promoted to Local Secretary and served as Director of the Tourism Environment Bureau and Director of the Administrative Welfare Bureau.


During his tenure, he oversaw the overall administration of the county and became a role model by leading junior public officials with exceptional passion and a spirit of challenge.


In particular, based on his experience in both the eup/myeon offices and the main office, he attached unique identification tags to all streetlights and security lights to enable location tracking, creating a swift and accurate civil complaint response system.


He also served as a communication channel between the public and private sectors, successfully hosting the 58th March 1st Folk Culture Festival, the Onion Song Festival, and the Bisabeol Cultural Festival. By attracting nationwide sports competitions and training camps in soccer, taekwondo, and tennis, he contributed to the revitalization of Bugok Oncheon and the local economy.


In response to the national disaster of COVID-19, he did his utmost for the safety of residents by temporarily closing the Nakdong River Canola Flower Complex and Gaebiri-gil trail, and conducting social distancing campaigns at major tourist sites.


To support the tourism industry facing difficulties, he contributed to regional economic revitalization by strengthening incentives for attracting small-scale tourists and promoting travel industry crisis recovery projects.


Before retiring, he warmly concluded his public service by donating 1 million KRW in scholarships to the Changnyeong-gun Talent Development Scholarship Foundation to help nurture local talent.


Director Jo said, “As a public official, I worked diligently with a firm sense of duty to fulfill the tasks assigned to me. Although there were hardships and difficulties, with the help of residents, seniors and juniors, and colleagues, I was able to conclude my public service honorably.”


Governor Kim Bu-young said, “On behalf of the residents and fellow staff, I thank Director Jo Hyun-chul for dedicating himself wholeheartedly to regional development and the residents during his 31 years of public service. I hope he will continue to contribute to the development of Changnyeong-gun even after retirement.”
