Hwagok 2-dong, Mok 4-dong, and Mokdong Station Selected as 'Urban Complex Project Sites'... 12,000 Housing Units to be Supplied

21 Sites with Low Resident Consent Rates near Yongdu and Cheongnyangni Stations Withdrawn from Candidate List

[Asia Economy Reporter Cha Wanyong] Three residentially underdeveloped areas, including Hwagok 2-dong in Gangseo-gu, Seoul, have been selected as candidates for the public-led development project, the 'Urban Public Housing Complex Project' (Urban Complex Project). The scale is about 12,000 households. On the other hand, among the existing 76 Urban Complex Project candidate sites, 21 sites with low resident participation (27,000 households scale) were collectively withdrawn from the candidate list.


The Ministry of Land, Infrastructure and Transport announced on the 25th that three locations near Hwagok 2-dong Community Service Center in Gangseo-gu, near Gangseo High School in Mok 4-dong, Yangcheon-gu, and near Mokdong Station in Sinjeong-dong were selected as the '9th Urban Complex Project candidate sites.' The supply scale of the candidate sites is 11,983 households on a total area of 517,195㎡.

First, near Hwagok 2-dong Community Service Center (241,602㎡), 5,580 households will be built. This area has been stagnant in development due to height restrictions and other factors. Through the Urban Complex Project, which lowers residents' burden by public participation, a large-scale housing complex will be created in this area, and aging infrastructure will be renovated.


As it is the largest project area among the candidate sites discovered so far, traffic system improvements such as expanding lanes on major roads around the site, including Gukhoe-daero and Gomdallae-ro, will be carried out simultaneously.

The area near Gangseo High School in Mok 4-dong, Yangcheon-gu, Seoul (196,670㎡), will be developed into 4,415 households. It is an area densely populated with aging low-rise row houses, and the pedestrian environment is poor due to the lack of separation between sidewalks and roads, with severe parking difficulties, which led to its selection as a candidate site.


The area near Mokdong Station in Yangcheon-gu, Seoul (78,923㎡), will have 1,988 households built. Located in the central station area of Yangcheon-gu, it is a region with convenient transportation and high housing demand. More than 70% of the buildings in this area are over 20 years old, and through the public-led Urban Complex Project, it will be transformed into a complex facility integrating residential, commercial, and cultural functions.

The Ministry of Land, Infrastructure and Transport plans to promptly establish detailed plans for the 9th candidate sites announced this time through consultations with local governments. Resident briefing sessions to provide detailed guidance on project effects such as floor area ratio increases and profitability improvements will also be held promptly.


Along with the designation of new candidate sites, the Ministry withdrew 21 existing Urban Complex Project candidate sites (27,000 households scale) from the candidate list. The withdrawn areas include the west side of Saejeol Station in Eunpyeong-gu, Seoul; areas near Yongdu and Cheongnyangni Stations in Dongdaemun-gu; south side of Suyu Station and north side of Samyang Station in Gangbuk-gu; and Jeonpo 3 District in Busan. Areas designated as the 8th candidate sites just prior, such as the west and east sides of Bongcheon Station in Gwanak-gu, Seoul, and near Gosaek Station in Gwonseon-gu, Suwon, were also included in the withdrawal.


The Ministry explained that these areas were judged difficult to proceed with the project due to low resident consent rates, below 30%, and low enthusiasm. The Ministry plans to support conversion to private Urban Complex Projects or street housing maintenance projects upon residents' requests in the withdrawn areas.


Park Jaesoon, head of the Public Housing Promotion Division at the Ministry of Land, Infrastructure and Transport, stated, "We will continue to discover candidate sites and steadily promote public housing supply according to the '500,000 Public Sale Housing Supply Plan' through private Urban Complex Projects and deregulation of maintenance projects."
