Gyeongnam Province Selected as an Excellent Institution Followed by Ministry of Land, Infrastructure and Transport Award Celebration
[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Geochang-gun, Gyeongnam Province, was selected as an excellent institution and received an institutional award in the ‘Comprehensive Evaluation of Real Estate Special Measures Act Work’ conducted by the Ministry of Land, Infrastructure and Transport targeting cities, counties, and districts nationwide.
Following its selection as the top excellent institution among military divisions in the special measures act work evaluation conducted by Gyeongnam Province on the 6th, Geochang-gun was once again selected as an excellent institution, making it the first to achieve a double crown in the cadastral administration field.
As a result of promoting key policies in the cadastral administration field to realize the ‘Greater Geochang, Era of Citizen Happiness’ during the 7th and 8th local government terms, the county achieved great success by winning two awards and is being recognized for raising the quality of citizen cadastral administrative services to a higher level.
In July 2020, ahead of the enforcement of the Special Measures Act on Real Estate Ownership Transfer, Geochang-gun proactively formed a Special Measures Act TF team and secured dedicated personnel. This increased the professionalism and accuracy of the special measures act work.
The TF team directly visited 12 towns and townships within the jurisdiction to conduct guarantor education. They also held resident meetings to create communication opportunities with guarantors and proposed amendments to laws related to the Special Measures Act to facilitate convenience for civil petitioners.
Geochang-gun completed the cadastral (forest) map maintenance project to improve the reliability of cadastral records and the quality of land administration services, and implemented various policies to provide accurate land administration services, such as strengthening on-site surveying inspections for cadastral surveying.
Additionally, errors in cadastral maps digitized from paper maps created during the 1910 Japanese colonial land and forest survey project were corrected. To provide accurate map information, from 2016 to 2019, a total budget of 824 million KRW was invested to complete the correction of errors in 72,561 parcels across Geochang-gun.
In particular, to accurately inspect cadastral surveying results for about 2,000 parcels annually, on-site surveying inspections using GPS surveying equipment were strengthened, and thorough preliminary data investigations and job training for staff were conducted to prevent boundary disputes among landowners.
Starting in 2023, Geochang-gun plans to promote the ‘On-site Reception and Processing System for Cadastral Civil Complaints’ to improve the quality of land administration services. The system aims to lower the barrier for civil complaint reception by implementing on-site reception for the elderly, mobility-impaired, and transportation-vulnerable groups due to aging.
Geochang-gun plans to establish a dense address system that connects all locations, including the construction of three-dimensional roads and assignment of object addresses, and to expand address information facilities. Various policies are being promoted to enhance citizens’ safety, convenience in using address information, and to revitalize related industries.
To resolve about 18,000 parcels with discrepancies between cadastral records and actual boundaries, Geochang-gun has been promoting the cadastral re-survey project since 2013 and plans to complete it by 2030.
Through this project, it aims to eliminate land disputes between neighbors caused by boundary inconsistencies and support residents’ exercise of property rights.
The cadastral re-survey project, which continuously expands to accurately reconstruct paper cadastral maps created over 100 years ago during the Japanese colonial period into precise digital cadastral maps, will be expedited for early completion.
Governor Gu In-mo said, “I believe the good results this year are the outcome of our county’s full efforts in cadastral administrative work,” and added, “We will continue to secure accurate cadastral records through a citizen-centered smart cadastral project and do our best to protect the precious property rights of our citizens.”
