[Asia Economy Reporter Park Hyesook] Legal grounds for stalking prevention and victim support have been established in Incheon City.


The "Ordinance on Stalking Prevention and Victim Support in Incheon City," proposed by Lee Seonok, a member of the Culture and Welfare Committee of the Incheon City Council, was passed at the 2nd regular session of the 283rd City Council on the 16th.


The ordinance includes the responsibilities of local governments to prevent stalking and protect victims, as well as matters related to victim support.


Since the Stalking Punishment Act was enforced in October last year until August this year, a total of 1,927 stalking crime victim reports have been received in Incheon, indicating an increase in stalking victims.


However, related policies such as counseling or recovery programs dedicated solely to stalking victims are insufficient.


Representative Lee explained the background of the ordinance proposal, stating, "As stalking crimes are appearing as a precursor to violent crimes, as seen in the recent Sindang Station incident, it is necessary to revise related policies."


She added, "Due to the nature of stalking crimes, cooperation between public institutions such as the National Police Agency and private organizations is essential," and said, "I hope that with the passage of this ordinance, practical stalking prevention and victim support will be realized."
