[Asia Economy Reporter Park Jong-il] Yongsan-gu (District Mayor Park Hee-young) selected outstanding cases of proactive administration and excellent public officials for the second half of 2022.
The main figures include Yang Soo-kyung, administrative officer of the Job and Economy Division (Grand Prize), Oh Hyun-seok, administrative officer of the Redevelopment Project Division (Excellence Award), and Kwon Yong-hee, administrative officer of the Real Estate Information Division (Encouragement Award).
Since 2020, the district has selected outstanding cases of proactive administration and excellent public officials twice a year, in the first and second halves. Excellent public officials receive incentives such as the district mayor’s commendation and plaque, prize money, highest grade performance bonuses, and priority selection for overseas training.
In the era of local autonomy and rapidly changing administrative environments, the purpose is to motivate and boost the morale of frontline public officials who have actively handled tasks for public interest, including improving unreasonable regulations.
In the second half of this year, 14 outstanding cases were recommended from each department, and after review and resolution by the Proactive Administration Committee, three final cases were selected.
The grand prize was awarded to the proposal by administrative officer Yang Soo-kyung for the “Installation of a remote management system (iCheck) using IoT technology on aging electrical wiring in traditional markets.”
Following the proposal, the district signed a talent donation agreement for electrical safety inspections with LS Cable & System and installed a fire prevention system in the aging Itaewon Market buildings and wiring. The IoT sensors have alarm notification functions that detect abnormal signals such as overheating and leakage, and managers can check cable status in real time via web and mobile. A district official said, “We expect to proactively respond to power outages and fires to protect the safety and property of small merchants.”
Oh Hyun-seok, who led the unification of the redevelopment project in Seogye-dong by supporting proactive and consistent administrative procedures, was also selected as an excellent public official. A district official explained, “This is a case where conflicts among residents were resolved through multiple coordination meetings and active mediation of about 1,000 complaints. This area, which was at risk of redevelopment failure due to resident discord, was able to unify the project entity and participate in the Seoul redevelopment contest.”
The encouragement award went to Kwon Yong-hee, who built the “360° VR Safe Road View Guidance System.” Officer Kwon personally filmed 360° VR for 172 locations including no-vehicle zones, dead-end roads, and stair roads, and built a database.
The Safe Road View is currently provided through the district website, and there are plans to link it with the Fire and Disaster Headquarters’ own system to provide on-site information during emergencies.
Yangcheon-gu (District Mayor Lee Ki-jae) announced that it has installed a booth called “Experience Anyangcheon with VR” on the first floor of Galsan Culture and Arts Center, where visitors can experience the scenery of Anyangcheon through virtual reality (VR), and will officially operate it from the 14th.
The newly prepared VR experience booth was created to allow visitors to feel the future virtual scenery of the Anyangcheon landmark project completed over a 2 km section from Ogeumgyo to Omokgyo. In particular, a bicycle simulator and VR equipment were installed so that anyone visiting can experience bicycle riding and boating.
Before the full booth setup, the district collaborated with the Korea Land and Geospatial Informatix Corporation to create a 3D model of the current Anyangcheon through the “Anyangcheon Digital Twin” project, targeting the left bank of Anyangcheon from Ogeumgyo to Yanghwagyo (5.4 km, 350,000㎡). Based on this, a 3D aerial view of Anyangcheon from Ogeumgyo to Omokgyo was produced by adding the basic plan of the Anyangcheon landmark project completed last year.
The Anyangcheon VR bicycle riding corner consists of a bicycle simulator, a large LCD monitor, and a circulator. When riding the bicycle simulator, which is identical to a real bicycle, pedaling changes the surrounding scenery displayed on the LCD monitor. Above all, the wind strength is adjusted according to speed to simulate the feeling of actually riding along Anyangcheon.
The Anyangcheon boating experience corner consists of a Head-mounted Display (HMD) and controllers. When the participant wears the HMD and selects the viewpoint and destination with the controller, the high-definition scenery of Anyangcheon changes on the glasses monitor from the boat boarding viewpoint, providing a sense of reality.
Both experiences are demonstrated for two seasonal versions, spring and autumn, over the section from Ogeumgyo to Omokgyo. The district plans to produce content reflecting all four seasons and covering the entire 5.4 km area from Yanghwagyo to Ogeumgyo to meet residents’ expectations.
Yangcheon-gu Mayor Lee Ki-jae said, “We hope this Anyangcheon VR experience project will be an opportunity for residents to easily access and utilize representative technologies of the 4th Industrial Revolution era such as virtual reality (VR), augmented reality (AR), and extended reality (XR) in daily life.”
Guro-gu (District Mayor Moon Heon-il) held a “4th Industrial Revolution Urban Policy Idea Contest Performance Sharing Meeting” at the Smart Guro Promotion Center on the 10th, awarding and certifying teams that presented excellent ideas.
The “4th Industrial Revolution Urban Policy Idea Contest” was promoted by Guro-gu, preparing to leap into an advanced industrial city based on core technologies of the 4th Industrial Revolution, to discover policies that residents can feel directly.
In September, the district held a contest themed “Policy ideas that can solve Guro-gu’s urban problems using big data, artificial intelligence (AI), Internet of Things (IoT), etc.,” selecting a total of 10 teams.
From October 29 to December 3, these teams participated in six sessions of lectures and practical programs related to future technologies and received expert mentoring to enhance the completeness of their policy ideas.
The presentation topics of the 10 teams at the performance report meeting included ▲Guro-gu umbrella recycling project ▲Guro-gu resident participation safety map & 1-minute emergency alert service ▲Youth job matching platform based on matching theory ▲Digital social worker for multicultural families ▲Establishment of Guro-gu industry-academia ecosystem ▲Illegal building management solution ▲Creation of ecological smart park in Guro-gu ▲Smart umbrella sharing service ‘UmbrellaZIP’ to eliminate umbrella waste in Guro-gu ▲G-Valley remote work solution & autonomous shuttle bus ▲AI-based crime response platform in Guro-gu, presenting diverse real-life concerns and solutions.
The event proceeded by announcing the judges’ scores after each team’s policy proposal presentation. The grand prize was awarded to the Pyoda team, which proposed the smart umbrella sharing service ‘UmbrellaZIP.’
The Pyoda team proposed an IoT-based umbrella sharing and return app idea using smart lockers installed in each area to fundamentally reduce umbrella waste generated by disposable plastic umbrellas purchased during rain.
After the award ceremony, certificates were presented to 23 participants who successfully completed all processes.
A Guro-gu official said, “Each idea is precious as it was proposed directly by people living or working in Guro. We will reflect the proposed ideas in district administration and strive to find new future growth engines based on them.”
Seodaemun-gu (District Mayor Lee Sung-heon) announced that it will launch the Metaverse Seodaemun Natural History Museum, which can be enjoyed anytime and anywhere beyond time and space, in collaboration with MetaLab, starting services on the 14th.
Anyone can join for free and enter this space to view exhibits such as the solar system, dinosaur era, Baekdu Mountain, and Hallasan in a virtual space with 4D transformation technology applied, as if experiencing the actual museum.
At this time, users can set an avatar (a character representing themselves in virtual reality) and meet AI human docents who provide exhibition explanations throughout the virtual exhibition halls.
From the 14th of this month to the 20th of next month, an open event will be held in three phases. Participants who solve simple quizzes about exhibits and answer surveys in the metaverse space will be entered into a draw to receive coffee coupons.
